Abstract
ABSTRAK Homeschooling Primagama Bandung sebagai lembaga pendidikan nonformal mengimplementasikan Kurikulum 2013 pada program Pendidikan Kesetaraan Sekolah Dasar. Kebijakan tersebut dipilih untuk menyediakan kualitas pembelajaran yang sama dengan sekolah formal bagi peserta didik homeschooling meskipun tidak diwajibkan. Tujuan dari penelitian ini adalah untuk mengevaluasi implementasi Kurikulum 2013 Pendidikan Kesetaraan Sekolah Dasar di Sekolah Rumah (homeschooling) Primagama Bandung dengan menggunakan model evaluasi CIPP (Context, Input, Process, Product) . Metode penelitian yang digunakan adalah studi evaluatif deskriptif dengan pengambilan data menggunakan pedoman wawancara, kuesioner, dan dokumen yang tersedia (RPP dan hasil belajar peserta didik) dengan responden yang terdiri dari kepala sekolah, guru pendidikan kesetaraan SD, Kepala Seksi Kurikulum, Staf Kurikulum dan Orang tua/wali peserta didik Pendidikan Kesetaraan Sekolah Dasar Primagama Bandung. Hasil penelitian menunjukan bahwa implementasi Kurikulum 2013 Pendidikan Kesetaraan SD Homeschooling Primagama Bandung secara umum sesuai dengan peraturan dan ketetapan pemerintah. Evaluasi konteks menunjukan bahwa rasional, tujuan dan nilai sesuai dengan Permendikbud No. 129 tahun 2014 tentang Sekolah Rumah dan Permendikbud No. 49 tahun 2007 tentang Standar Pengelolaan Pendidikan oleh satuan pendidikan nonformal. Evaluasi Input menunjukan bahwa input yang terdiri dari guru, peserta didik, kurikulum, sarana dan prasarana dan pembiayaan sesuai dengan Permendikbud No. 16 tahun 2007 tentang kualifikasi dan kompetensi guru, Permendikbud No. 32 tentang 2018 tentang Standar Pelayanan Minimal, Permendiknas No. 24 tahun 2007 tentang Standar Sarana dan Prasarana, dan Standar Pembiayaan Pendidikan. Evaluasi Proses menunjukan bahwa perencanaan, pelaksanaan dan penilaian pembelajaran secara umum sesuai dengan Permendikbud No. 22 tahun 2016 tentang Standar Proses Pendidikan. Evaluasi Produk menunjukan bahwa capaian hasil belajar, perubahan perilaku peserta didik dan kepuasan orang tua/wali dapat dikatakan sesuai dengan Permendikbud No. 23 tahun 2016. Rekomendasi dari penelitian ini yaitu Homeschooling Primagama Bandung membuat studi evaluasi implementasi Kurikulum 2013 berkelanjutan, pendidik difasilitasi dalam penguatan kapasitas khususnya kompetensi pedagogik, serta pendampingan berkala sebaiknya dilakukan oleh dinas pendidikan. Kata Kunci: Pendidikan Kesetaraan SD, Model Evaluasi CIPP, Implementasi Kurikulum 2013 ABSTRACT Homeschooling Primagama Bandung, as a non-formal education institution, implements the 2013 Curriculum in the Primary School Equality Education program. The policy implemented to provide the equal quality of learning as formal schools for homeschooling students, although it is not compulsory. The purpose of this study was to evaluate the implementation of the 2013 Curriculum in Primary School Equality Education at Primagama Bandung Home Schools (homeschooling) by using the CIPP (Context, Input, Process, Product) evaluation model. The research method used is a descriptive-evaluative study with data collection using interview guidelines, questionnaires, and available documents (Lesson plan and student learning outcomes). Respondents consisted of principals, elementary school equivalency education teachers, Head of Curriculum Section, Curriculum Staff and People. Parents/guardians of Bandung Primagama Elementary School Equivalent Education students. The results showed that the Education Curriculum 2013 Primary School Primagama Bandung Elementary ,School's implementation in general, are in accordance with government regulations and provisions. The context evaluation shows that the rationale, goals and values are following Permendikbud Number 129 of 2014 concerning Home Schools and Regulation of the Minister of Education Number 49 of 2007 concerning Education Management Standards by non-formal education units. Input evaluation shows that the input consisting of teachers, students, curriculum, facilities and infrastructure and financing is by Regulation of the Minister of EducationNumber 16 of 2007 concerning teacher qualifications and competencies, Regulation of the Minister of Education Number 32 of 2018 concerning Minimum Service Standards, Regulation of the Minister of Education Number 24 of 2007 concerning Standards for Facilities and Infrastructure, and Standards for Education Financing. Process evaluation shows that the planning, implementation and assessment of learning, in general, are following Regulation of the Minister of Education Number 22 of 2016 concerning Education Process Standards. Product evaluation shows that the achievement of learning outcomes, changes in student behaviour and satisfaction of parents/guardians can be said to be per Regulation of the Minister of Education Number 23 of 2016. This research's recommendation is Homeschooling Primagama Bandung to make a study to evaluate the implementation of the 2013 Curriculum continuously to facilitate educators in strengthening capacity, especially pedagogical competence, and regular assistance from the education office.
