Abstract

Penelitian ini dilatar belakangi oleh Peraturan Pemerintah No 32 tahun 2013 tentang Perubahan Atas Peraturan Pemerintah Nomor 19 Tahun 2005 tentang Standar Nasional Pendidikan yang salah satu bagiannya mengatur pelaksanaan penilaian oleh guru. Banyaknya guru PAI di SMA Kota Bandung dengan karakteristik yang bermacam-macam, tidak semua guru PAI melaksanakan seluruh standar penilaian. Penelitian ini bertujuan untuk mengetahui dan menganalisis (1) standar penilaian oleh pendidik menurut Badan Standar Nasional Pendidikan (BSNP) (2) pelaksanaan penilaian oleh guru PAI di SMA kota Bandung Tahun 2014 (3) kendala guru PAI dalam pelaksanaan penilaian di SMA kota Bandung Tahun 2014 (4) faktor pendukung guru PAI dalam pelaksanaan penilaian di SMA kota Bandung Tahun 2014. Penelitian ini didasarkan pada teori yang relevan dengan evaluasi pembelajaran terutama tentang standar penilaian oleh pendidik. Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kuantitaif. Pengumpulan data dilakukan melalui penyebaran angket kepada 33 guru PAI yang menjadi sampel penelitian dari 16 SMA di kota Bandung dan studi pustaka. Standar penilaian oleh pendidik menurut BSNP terdiri dari standar umum penilaian, standar perencanaan penilaian, standar pelaksanaan penilaian, standar pengolahan dan pelaporan hasil penilaian dan standar pemanfaatan hasi penilaian. Pelaksanaan penilaian oleh guru PAI di SMA kota Bandung Tahun 2014 secara keseluruhan dikategorikan baik dengan skor rata-rata 30,4 atau 80% standar penilaian telah dilaksanakan oleh guru PAI di SMA Kota Bandung dan berdasarkan kisi-kisi instrumen penelitian, 82% atau sebagian besar guru PAI telah melaksanakan penilaian sesuai dengan standar penilaian. Dalam pelaksanaan penilaian, rata-rata guru PAI mengalami kendala yang terdiri dari 11 guru mengalami kendala dalam penyusunan instrumen, 15 guru mengalami kendala dalam penilaian praktik dan 15 guru mengalami kendala dalam penentuan nilai akhir. Selain itu, faktor pendukung guru PAI dalam pelaksanaan penilaian hasilnya adalah rata-rata 27 guru didukung faktor intern antara lain wali kelas dan guru BK dan 26 guru didukung faktor eksten antara lain lingkungan religius. Kata Kunci: Pelaksanaan Penilaian, Standar Penilaian, guru PAI   The background to the research was Government Regulation No. 32 of 2013 on the Amendment of Government Regulation No. 19 of 2005 concerning National Standards of Education, where one of its sections regulates the implementation of assessment by teachers. There are a large number of Islamic Education teachers in senior secondary schools in Bandung City with various characteristics; however, not all of them implement all of the assessment standards. The research aimed to find and analyze (1) the assessment standards by teachers according to the Board for National Education Standards, (2) the implementation of assessment by Islamic Education teachers in senior secondary schools in Bandung City in 2014, (3) the obstacles faced by the teachers in the implementation of assessment in senior secondary schools in Bandung City in 2014, (4) the supporting factors for Islamic Education teachers in the implementation of assessment in senior secondary schools in Bandung City in 2014. The research was based on theories relevant to teaching and learning evaluation, ultimately on assessment standards by teachers. It employed descriptive method using quantitative approach. Data were collected through questionnaires distributed to 33 Islamic Education teachers who became the research sample taken from 16 senior secondary schools in Bandung City and through literary study. Assessment standards by teachers according to the Board for National Education Standards consist of general assessment standards, assessment planning standards, assessment result processing and reporting standards, and assessment result utilization standards.The implementation of assessment standards by Islamic Education teachers in senior secondary schools in Bandung could be generally categorized as good with an average score of 30.4 or 80% of the assessment standards have been implemented by the Islamic Education teachers in senior secondary schools in Bandung, and based on the items of research instrument, 82% or the majority of the Islamic Education teachers have conducted assessment based on the assessment standards. In the implementation, the average Islamic teachers experienced obstacles, where 11 teachers faced an obstacle in making instruments, 15 teachers in assessing practicum, and 15 others in determining final grades. Meanwhile, the supporting factors for Islamic Education teachers in conducting the assessment were that 27 of the teachers were supported by the internal factors, homeroom teachers and guidance and counseling teachers among others; and 26 teachers were encouraged by the external factors, one of them was a religious environment.
