Abstract
This research is titled "Analysis of Workload Realization and Formation of Functional Positions for Elementary School Supervisors in the Education Department of Bogor City." This research is conducted based on the preliminary study results that indicate the presence of workload imbalance in the functional position of Elementary School Supervisors, where the presence of supervisors in the assisted schools tends to be more focused on the supervisory aspects of managerial activities in schools rather than providing academic guidance to teachers. This is due to the inadequate availability of elementary school supervisor resources in the Education Department of Bogor City, which is disproportionate to the number of schools that need to be supervised. Consequently, supervisors have a wide scope of work and work hours that exceed the designated working hours. The research is conducted using a qualitative approach and descriptive method. The research results show that the job description and work products of elementary school supervisors are predominantly related to the implementation of mentoring activities for school principals and teachers, with details as follows: planning (15%), mentoring (34%), reporting (22%), and evaluation (29%). The actual time required by the functional position of elementary school supervisors to complete their tasks within a one-year period is 2,381 hours, with a workload unit of 1,014, resulting in a workload volume of 45,977. Therefore, there is an imbalance in the formation of supervisors due to the gap between the supervisor's needs and the actual conditions in the field. This imbalance manifests as a shortage of supervisors. In the actual conditions, there are 13 elementary school supervisors, whereas 24 supervisors are needed.
