Abstract

Penelitian ini berjudul “Implementasi Sekolah Model Sistem Penjaminan Mutu Internal (SPMI) di SMAN 14 Bandung”. Penelitian ini dilaksanakan dengan tujuan untuk mendeskripsikan pelaksanaan Sistem Penjaminan Mutu Internal (SPMI), model SPMI, dan hasil implementasi SPMI di SMAN 14 Bandung. Jenis penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Pengambilan data diperoleh dengan menggunakan teknik wawancara dan studi dokumentasi. Berdasarkan hasil penelitian menunjukkan bahwa implementasi SPMI di SMAN 14 Bandung dilaksanakan dengan lima langkah, yaitu penetapan standar mutu, pemetaan mutu, penyusunan rencana pemenuhan, pelaksanaan pemenuhan mutu, dan evaluasi/audit mutu. Kendala dalam implementasi SPMI ini adalah masih rendahnya kesadaran warga sekolah terkait pentingnya penjaminan mutu di sekolah. Model SPMI yang digunakan adalah model PDCA (Plan, Do, Check, Act) yang terdiri dari empat tahapan, yaitu perencanaan, pelaksanaan, evaluasi, dan tindak lanjut. Kekurangan dalam pelaksanaan model ini adalah monev kurang dilakukan secara rutin sehingga tahap tindak lanjut tidak mampu mengatasi masalah yang ada. Hasil implementasi SPMI di SMAN 14 Bandung dapat dilihat dari beberapa ciri, yaitu 1) Sekolah mampu menjalankan seluruh siklus SPMI; 2) Berfungsinya TPMPS yang dibentuk pada Agustus 2018; 3) Proses pembelajaran sesuai standar dengan melakukan kegiatan pembuka, inti, dan penutup; 4) Pengelolaan sekolah berjalan sesuai standar; 5) Budaya mutu sekolah terbangun, seperti program adiwiyata. Kendala dalam hal ini adalah kurangnya komitmen warga sekolah untuk menjaga budaya mutu sekolah sehingga dikhawatirkan budaya tersebut akan luntur seiring perkembangan zaman. This research was conducted with the aim of describing the implementation of the Internal Quality Assurance System (SPMI), the SPMI model, and the results of the implementation of SPMI in SMAN 14 Bandung. This type of research uses descriptive methods with a qualitative approach. Data collection was obtained using interview techniques and documentation studies. Based on the results of the study showed that the implementation of SPMI in SMAN 14 Bandung was carried out with five steps, namely setting quality standards, mapping quality, preparing fulfilment plans, implementing quality fulfilment, and evaluating or auditing quality. The obstacle in the implementation of SPMI is the low awareness of school residents regarding the importance of quality assurance in schools. The SPMI model used is the PDCA model (Plan, Do, Check, Act) which consists of four stages, namely planning, implementation, evaluation, and follow-up. The weakness in implementing this model is that monitoring and evaluation is not done routinely so that the follow-up stage is not able to overcome the existing problems. The results of the implementation of SPMI in SMAN 14 Bandung can be seen from several characteristics, namely 1) Schools are able to run the entire SPMI cycle; 2) The functioning of the TPMPS formed in August 2018; 3) The learning process is in accordance with the standard by conducting opening, core and closing activities; 4) Processing of schools runs according to standards; 5) School quality culture is developed, such as the Adiwiyata program. The obstacle in this case is the lack of commitment of the school community to maintain the culture of school quality so that it is feared that the culture will fade with the times.
