Abstract
Peningkatan penyelenggaraan pendidikan inklusif di kota Bandung masih ditemukan kendala dan perlu mendapatkan perhatian dan penanganan khususnya yang terjadi di SD yang menjadi ujung tombak penyelenggaraan pendidikan inklusif. Permasalahan yang dihadapi guru di SD saat ini adalah kurangnya pengalaman yang terlatih dalam menghadapi PDBK, tanpa disadari pemberian label tertentu pada siswa tanpa melakukan identifikasi terlebih dahulu, kurangnya pemerataan keberadaan GPK di jenjang SD, masih terdata dalam rapor mutu pendidikan sekolah yang masih rendah menanggapi inklusivisme di satuan pendidikan. Penelitian ini bertujuan untuk mengetahui proses penetapan kebijakan pemerintah mengenai pendidikan inklusif, usaha sosialisasi dari Dinas Pendidikan Kota Bandung dalam monitoring dan evaluasi penerapan pendidikan inklusif di satuan pendidikan dan meningkatkan peran dan tanggung jawab guru dalam mengimplementasikan pendidikan inklusif di sekolah. Penelitian ini menggunakan metode deskriptif kualitatif dengan observasi, wawancara dan dokumentasi. Partisipan terdiri 8 orang guru dari 8 SD Negeri di wilayah Kota Bandung. Hasil dari penelitian mengenai Implementasi kebijakan pendidikan inklusif di SD Negeri Kota Bandung adanya temuan dan guru-guru reguler dalam menanggapi dan mengatasi siswa yang teridentifikasi PDBK untuk dicarikan solusi mulai dari identifikasi sampai penyusunan modul ajar sebagai penerapan pembelajaran diferensiasi. Kesimpulan penelitian implementasi kebijakan pendidikan inklusif di SD Negeri Kota Bandung yaitu: Pertama, adanya peran pemerintah dalam penetapan kebijakan pendidikan inklusif Kedua, adanya sosialiasi dari Disdik Kota Bandung melalui bidang P3TK melatih guru-guru dalam memahami pendidikan inkluisf namun monitoring tindak lanjut belum maksimal. Ketiga, Program pendidikan inkluisf berdampak pada keefektifan kebijakan dalam mengimplementasikan pendidikan inklusif di satuan pendidikan, sehingga penerapan pendidikan inklusif dapat terlaksana secara optimal. ------------ There are still obstacles to improving the implementation of inclusive education in the city of Bandung and need attention and handling, especially what is happening in elementary schools which are the spearheads of implementing inclusive education. The problems faced by teachers in elementary schools today are the lack of experience who are trained in dealing with PDBK, unknowingly giving certain labels to students without identifying them first, the lack of even distribution of the presence of GPK at the elementary level, it is still recorded in the school education quality report cards that are still low in response to inclusivism in the education unit. This study aims to determine the process of establishing government policies regarding inclusive education, socialization efforts from the Bandung City Education Office in monitoring and evaluating the implementation of inclusive education in education units and increasing the role and responsibility of teachers in implementing inclusive education in schools. This study used a qualitative descriptive method with observation, interviews and documentation. Participants consisted of 8 teachers from 8 public elementary schools in the city of Bandung. The results of research on inclusive education policies at Bandung City Public Elementary Schools show that there are findings from regular teachers in responding to and dealing with students identified as PDBK to find solutions starting from identifying to compiling teaching modules as the application of differentiation learning. The conclusions from research on inclusive education policies in Bandung City Public Elementary Schools are: First, there is the government's role in establishing inclusive education policies. Second, there was socialization from the Bandung City Education Office through the P3TK field to train teachers in understanding inclusive education but follow-up monitoring was not optimal. Third, the inclusive education program has an impact on the effectiveness of policies in implementing inclusive education in education units, so that the implementation of inclusive education can be carried out optimally.
