    Abstract

    Penelitian ini dilatarbelakangi oleh rendahnya kompetensi guru ekonomi dalam menyusun soal HOTS di kota Bandung. Tujuan penelitian ini adalah untuk mengetahui kompetensi guru ekonomi SMA Negeri di kota Bandung dalam menyusun soal HOTS berdasarkan kualitas soal yang dibuat guru. Metode yang digunakan adalah survei deskriptif dengan teknik pengumpulan data melalui analisis dokumen. Populasi penelitian ini adalah guru ekonomi SMA Negeri di kota Bandung yang menyusun soal PAS kelas X dan XI pada semester genap tahun ajaran 2017/2018 sebanyak 49 guru dari 27 sekolah dan dengan sample sebanyak 14 guru dari 8 sekolah. Data yang terkumpul dianalisis dengan analisis statistik deskriptif kemudian dihitung besaran frekuensi, persentase, dan tabulasi silang. Tingkat kompetensi guru ekonomi SMA Negeri di kota Bandung dalam menyusun soal HOTS dari aspek substansi berada pada tingkat kategori rendah; aspek konstruksi berada pada tingkat kategori tinggi; aspek bahasa bearada pada tingkat kategori tinggi; aspek kemampuan berpikir tingkat tinggi berada pada tingkat kategori rendah; aspek permasalahan kontekstual bearda pada tingkat kategori rendah; aspek bentuk soal beragam berada pada tingkat kategori rendah. Hasil penelitan menunjukan bahwa kompetensi guru dalam menyusun soal HOTS secara keseluruhan berada pada tingkat kategori sedang. Hasil penelitan juga menunjukkan terdapat guru yang memiliki kompetensi tinggi dalam menyusun soal HOTS dengan karakteristik berjenis kelamin perempuan, rentang usia 31-40 tahun, riwayat pendidikan S1 non pendidikan ekonomi, lama mengajar ≤ 20 tahun, PNS, dan sudah bersertifikasi mata pelajaran ekonomi. ..... This research was motivated by the low teacher’s competence in making HOTS-questions type so it cause of lower quality and out of the indicators of HOTS-questions type in Bandung City. The purpose of this study was to determine the competence of economic teachers in state high schools in Bandung in making HOTS-questions type based on aspects that affect the quality of the questions. The method used was descriptive survey with data collection techniques was document analysis. The population of this study was economics teachers in state high schools in Bandung City who made PAS questions for ten and eleven grade class in the second semester of 2017/2018 school year with number of teacher was 49 teachers from 27 schools and with a sample of 14 teachers from 8 schools. The collected data were analyzed by descriptive statistical analysis and then calculated the frequency, percentage, and cross tabulation. The level of competency of economic teachers in State High Schools in the city of Bandung in compiling HOTS questions from the aspect of substance is at the low category level; aspects of construction is at a high category level; aspect of language is at a high category level; aspects of high-level thinking ability is at the low category level; aspects of contextual problem is at the low category level; aspects of various form questions is at the low category level. The research results showed that the teacher's competence in making HOTS questions as a whole is at the level of the medium (moderate) category. The results of the study also showed that there were teacher who had high competence in compiling HOTS questions with characteristics of female gender, age range between 31-40 years, non-bachelor of economic education background, teaching experience ≤ 20 years, PNS, and has been certified in economic subjects.
