Abstract

Pada banyak sekolah, pernyataan visi misi hanya sekadar “ada”. Namun belum sepenuhnya dimaknai dan menjadi pedoman pada penyelenggaraan aktivitas di sekolah. Visi dan misi merupakan tujuan unik yang melingkupi aktivitas dan dapat dimanfaatkan sebagai kekuatan mutu layanan sekolah. Fokus masalah, bagaimana pengembangan kapasitas manajemen sesuai visi dan misi dapat dilakukan sekolah untuk meningkatkan mutu layanan? Penelitian ini bertujuan untuk mengungkap masalah dari pengembangan kapasitas manajemen sekolah dan mendapatkan tahapan pengembangan kapasitas manajemen sekolah yang tepat untuk memperbaiki dan meningkatkan mutu layanan sesuai visi dan misi. Penelitian ini menggunakan kerangka metode penelitian dan pengembangan. Penelitian awal dengan pendekatan kualitatif. Metode pengumpulan data awal studi kasus dan multikasus, digunakan wawancara, observasi lapangan, dan studi dokumen/artifact. Uji keabsahan data dilakukan dengan kredibilitas, transferabilitas, dependabilitas, dan konfirmabilitas. Rencana tahapan pengembangan dilakukan pengujian hingga dua uji coba lapangan pada satu hingga dua program setiap situs. Evaluasi dan penyempurnaan rancangan dengan validasi ahli dan FGD. Hasil penelitian menunjukkan bahwa rancangan tahap pengembangan kapasitas manajemen sekolah sesuai visi dan misi direncanakan berdasar hasil analisis perpaduan deskripsi rasional kondisi empiris dengan asumsi-asumsi teoritis yang menjadi dasar pengembangan. Kekhasan memaknai visi dan misi menjadi dasarnya. Penelitian ini menyimpulkan bahwa tahapan pengembangan yang direncanakan dapat memperbaiki pemahaman terhadap program sekolah dan lebih mudah mengetahui pencapaian tujuan yang selaras dengan visi dan misi. Sekolah direkomendasikan untuk terus mengimplementasikan tahapan pengembangan ini dengan langkah awal memaknai visi dan misi, sehingga membermaknakan program menjadi lebih manfaat bagi peningkatan mutu layanan. ----- In many schools, the vision and mission is just “exist”. But not necessarily interpreted and serve as guidance on the implementation of activities at school. The vision and mission is a unique goal that covers the activity and can be utilized as the power of quality of the school service. The focus of the problem is how to develop management capacity according to the vision and mission which is done by schools to improve the quality of service? This study aims to uncover the problems of developing the school management capacity and get the design of the right stage of school management capacity development to improve the quality of service according to the vision and mission. This study used research and development method, initial research with qualitative approach. Methods of collecting preliminary data of case studies and multi case used interviews, field observations, and document studies/artifacts. The validity of the data was measured with credibility, transferability, dependability, and conformability. The development stage design was tested to two field trials on one to two programs per site. Evaluation and refinement of the design was done with expert validation and FGD. The result of the research shows that the design of school management capacity building phase according to vision and mission is planned based on the analysis result of rational description of rational empirical condition with the theoretical assumptions underlying the development. The peculiarity of meaning vision and mission becomes the basis. This study concludes that the development stage design can improve understanding of school programs and more easily recognize the achievement of goals that are aligned with the vision and mission. Therefore, it is recommended for schools to continue to implement this stage of development with the first step in understanding the vision and mission, so that this study gives meaning to the program becomes more beneficial for the improvement of service quality
