Abstract
This research is motivated by low attention to the improvement of critical thinking skills that are still open opportunities to be explored in order to further develop and improve. These abilities are very important for students in the 21st century in the face of the challenges and complexities of the times. The use of models in a learning design will determine the student's learning outcomes. One model that can improve students' critical thinking skills is the Project Citizen model. Because this model can build a variety of competencies of students both in terms of aspects of knowledge, attitudes and skills. This research aims to create a learning design of Citizenship Education by using the Project Citizen model in improving the critical thinking skills of elementary school students. This study applies design-based research (DBR) method of Amiel &Reeves model. Research subjects of teachers and grade V students in two schools. Data collection techniques in this study are interviews, documentation studies, observations, and tests. The results concluded that the application of learning design with the Project Citizen model can improve critical thinking skills. This improvement is seen from the improved student learning outcomes as well as critical thinking indicators achieved on a small scale belonging to the category of level 3 that is "critical" students can use five stages based on Facione critical thinking formulation and clearly in describing the thought process and large scale has reached the category of level 4 that is "very critical" students can use the six stages of critical thinking Facione perfectly and very clearly in mend describe the thought process. Evaluation and learning steps implemented are in accordance with the steps of the Project Citizen model, including identifying problems; selecting a problem; collecting information; develop portfolios; presenting portfolios; and reflection on the learning experience. As well as evaluation questions in the design of this learning has been made in accordance with critical thinking indicators, including interpretation, analysis, evaluation, inference, explanation, and self regulation. This research can be a reference for various parties to the development and implementation of the learning design of Citizenship Education Pancasila practice material using the Project Citizen model that can improve students critical thinking skills, especially in the 5th grade of elementary school.
