Abstract

Penelitian ini fokus terhadap pengembangan produk pada kegiatan Penilaian Kinerja Guru (PKG) dengan menggunakan teknologi android. Evaluasi terhadap kinerja dan kompetensi guru melalui kegiatan penilaian kinerja guru merupakan salah satu upaya pemerintah untuk mempertahankan dan mengontrol kompetensi yang dimiliki oleh guru, yang dalam konteks penelitian ini adalah fokusnya pada guru sekolah dasar. Sayangnya, banyak temuan dari fakta lapangan dan studi literatur mengemukakan bahwa kegiatan penilaian kinerja guru mengalami banyak kendala. Tidak hanya itu saja, penilaian kinerja guru berbasis teknologi lain seperti website juga beberapa kali dikembangkan namun belum mampu memenuhi ekspektasi dari pengguna. Kedua hal tersebut dijadikan sebagai alasan terbesar penulis untuk menghadirkan sudut pandang baru dalam melakukan penilaian. Aplikasi penilaian kinerja guru berbasis android ini dikembangkan menggunakan metode Design and Development Research (DDR) dan mengadopsi Waterfall model pada tahap pengembangannya. Ada empat tahapan dalam melakukan penelitian pengembangan ini yaitu analisis, desain, pengembangan dan evaluasi. Adopsi tersebut ditempuh untuk menggambarkan seluruh rangkaian proses pengembangan secara komperhensif hingga menyajikan data statistik hasil uji coba produk terhadap user. Pada penelitian ini, penulis berhasil mengembangkan produk berdasarkan dengan analisa kebutuhan pengguna dan mendokumentasikan proses-proses pengembangannya hingga tahap akhir. Adapun secara statistik aplikasi evaluasi perangkat pembelajaran ini mampu meningkatkan aspek-aspek kinerja sistem dari sistem kerja lama dengan perolehan skor 59, 62% menjadi 80, 13%. Aspek-aspek kinerja sistem tersebut meliputi kecepatan, ketepatan, kenyamanan, kesesuaian, kemudahan, dan dampak pasca kerja. Hipotesis penelitian ini juga menyimpulkan bahwa terdapat pengaruh yang signifikan pada penggunaan penilaian kinerja guru konvensional dengan penilaian kinerja guru berbasis android. Terakhir, secara meyakinkan aplikasi penilaian kinerja guru berbasis android ini mendapatkan tanggapan yang positif dari 52 subjek penelitian dibuktikan dengan tidak ada jawaban negatif dari pertanyaan kuesioner yang dibagikan terhadap pengguna. This research focuses on product development in Teacher Performance Assessment (PKG) activities using android technology. Evaluation of teacher performance and competence through teacher performance assessment activities is one of the government's efforts to maintain and control the competencies of teachers, which in the context of this research is the focus on elementary school teachers. Unfortunately, many findings from field facts and literature studies suggest that teacher performance evaluation activities do many obstacles. Moreover, other technology-based teacher performance assessments such as websites have also been developed several times but have not been able to meet the expectations of users. Those two things become the biggest reasons for the researcher to present a new perspective in making an assessment. This android based teacher performance appraisal application was developed using the Design and Development Research (DDR) method and adopted the Waterfall model at the development stage. There were four phases in conducting this research development, namely analysis, design, development and evaluation. The adoption was taken to describe the whole series of development processes in a comprehensive manner to present statistical data on the results of product trials with users. In this study, the authors succeeded in developing products based on user needs analysis and documenting the development processes to the final phase. Statistically the application evaluation of this learning device was able to improve aspects of system performance from the old work system with the acquisition of a score of 59, 62% to 80, 13%. The aspects of system performance include speed, accuracy, comfort, suitability, convenience, and post-work impact. The hypothesis of this study also concluded that there was a significant influence on the use of conventional teacher performance appraisal with android-based teacher performance appraisal. Finally, convincingly this Android-based teacher performance appraisal app received positive responses from 52 research subjects as evidenced by no negative answers from questionnaire questions distributed to users.
