Abstract

Undang-Undang nomor 14 tahun 2005 dalam pasal 10 menjelaskan bahwa kompetensi guru meliputi kompetensi pedagogik, kompetensi kepribadian, kompetensi sosial dan kompetensi profesional yang diperoleh melalui pendidikan profesi. Kompetensi pedagogik yang paling mendominasi pada proses pendidikan tentu meliputi keterampilan dalam mengevaluasi hasil belajar peserta didik. Selain itu, dalam kurikulum 2013 guru dituntut melakukan evaluasi untuk mengadaptasi model-model penilaian standar internasional. Penilaian standar internasional adalah model penilaian yang salah satu cirinya adalah mengukur kemampuan berpikir tingkat tinggi peserta didik (Higher Order Thinking Skills/HOTS). Penelitian ini bertujuan untuk mengetahui kemampuan guru PAI SMP di Kota Bandung dalam menyusun instrumen soal evaluasi berbasis HOTS (Higher Order Thinking Skill). Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei yang dilaksanakan langsung ke lapangan, teknik pengumpulan data dilakukan dengan mengumpulkan naskah PAS (penilaian Akhir Semester) Semester Ganjil Tahun Ajaran 2017/2018 pada guru PAI di SMP Negeri dan Swasta baik yang telah bersertifikasi ataupun yang belum bersertifikasi. Data yang diperoleh kemudian dianalisis melalui daftar check sesuai dengan indikator yang telah dirumuskan sebelumnya. Indikator yang digunakan peneliti mengacu pada Modul Penyusunan Soal HOTS yang dikeluarkan KEMENDIKBUD pada tahun 2017. Hasil penelitian diperoleh bahwa kemampuan guru PAI dalam menyusun soal dari segi aspek substansi (98%), aspek konstruksi (96%), aspek bahasa 96%, aspek variasi soal 11% dan aspek karakteristik HOTS (3%). Demikian dapat disimpulkan soal yang dibuat guru yang sesuai kaidah penyusunan soal dapat dikatakan sangat baik, sedangkan pada soal HOTS masih tergolong sangat kurang baik. Kata kunci: Kemampuan guru, HOTS(Higher Order Thinking Skill) ABSTRACT Act no 14 of 2015 article 10 explains that teacher competences include pedagogic competence, personality competence, social competence and professional competence whic gained through professional education. Pedagogic competence which is the most dominant in educational process covers the ability to evaluate learning outcomes of students. Other than that, in curriculum 2013 teachers are demand to evaluate for adapting to the international assessment models. The international assessment model is an assessment model whose one of its characteristic is evaluate of Higher Order Thinking Skill of student. The purpose of this research is to find out the ability of PAI teachers of junior high school in Bandung in compiling the instrument of evaluation based on HOTS. The research using quantitative approach with survey method. Data collection technique was done by collecting the script of final assessment of student in odd semester of 2017 / 2018, the script was collected from PAI teachers both from state and private junior high school in Bandung who has certified or not. Collected data later analyzed using check list which is fit with the indicators which has been formulated previously. The indicators used by the researcher are based on compilation of questions of HOTS which has been published by the ministry of education and culture in 2017. The result of this research revealed that the teachers’ ability in compiling the questions from the aspect of substance (98%), construction aspect (96%), language aspect (96%), variation aspect of question (11%) and HOTS characteristic aspect (3%). so it can be concluded that the questions made by the PAI teachers are accordance with the rules of preparation and can be said to be good, while the questions in HOTS can be said not too good.
