Abstract

Pemerintah Kota Bandung mempunyai tugas melaksanakan penyelenggaraan pemerintahan, pembangunan dan memberikan pelayanan prima kepada masyarakat agar terwujud masyarakat Kota Bandung yang Bermartabat dan Bandung yang Unggul, Nyaman dan Sejahtera. Keberhasilan Pemerintah Kota Bandung dalam mencapai target kinerja tidak diimbangi dengan peningkatan kinerja pegawainya. Hal ini dapat terlihat dari adanya kesenjangan antara pekerjaan yang diemban dengan kompetensi yang dimiliki sehingga para pegawai cenderung mengalami kesulitan dalam menghasilkan kinerja yang optimal, masih ada pegawai yang tidak disiplin dalam bekerja, komunikasi organisasi belum berjalan efektif. Tujuan penelitian ini adalah menganalisis bagaimana kualitas kehidupan kerja, komunikasi organisasi, kepuasan kerja dan disiplin kerja pegawai di lingkungan Pemerintah Kota Bandung, serta pengaruh diantara variabel-variabel tersebut. Metode penelitian yang digunakan adalah explanatory survey. Populasi dalam penelitian ini adalah pegawai negeri sipil daerah (PNSD) di lingkungan Pemerintah Kota Bandung dengan jumlah populasi sebanyak 21.444 pegawai. Sampel dalam penelitian ini sebanyak 393 pegawai. Teknik pengambilan sampel yang digunakan adalah Proportionate random sampling terhadap pegawai yang tersebar di 60 Satuan Kerja Perangkat Daerah (SKPD) di lingkungan Pemerintah Kota Bandung. Instrumen penelitian menggunakan angket. Teknik analisis data menggunakan analisis jalur dengan bantuan program SPSS 19.0 Berdasarkan hasil penelitian, dapat disimpulkan bahwa kualitas kehidupan kerja dan komunikasi organisasi berpengaruh positif dan signifikan terhadap kepuasan kerja pegawai; Kualitas kehidupan kerja dan komunikasi organisasi berpengaruh positif dan signifikan terhadap disiplin kerja pegawai; Kualitas kehidupan kerja, komunikasi organisasi, kepuasan kerja dan disiplin kerja berpengaruh positif dan signifikan terhadap kinerja pegawai. The government of Bandung city had a responsibility to run administration, development of the government, and to provide excellent service for the community to create dignigfied, excellent, comfortable, and prosperous Bandung community. The success of the government in achiving performance targets was not balanced by the improvement of their employees’ performance. It could be seen from the discrepancy between work load and competency of the employees. Therefore, they tended to have difficulties in generating optimal performance. There were some employees who were indiscipline in their work and they demonstrated ineffective communication within organization. The aim of the study was to analyze the quality of work life, communication within the organization, work satisfaction and employees discipline within the government of Bandung, and the influence among these variables as well. The method of the study was explanatory survey. The population of this study was regional civil servants in Bandung city, with total population of 21,444 employees. The samples were 393 employees. Proportionate random sampling was used to 60 staff members of regional work units within the city of Bandung. The instrument was questionnaire, and data analysis used path analysis with the assist of a statistical package nemed SPSS 19.0. Based on the results, it could be concluded that the quality of work life and communication within the organization had a positive and significant influence on employees’ job satisfaction; the quality of work life and communication within the organization had a positive and significant influence on employees’ discipline; the quality of work life and communication within the organization, employee job satisfaction and discipline had a positive and significant influence on employees’ performance.
