    Abstract

    Mata Kuliah Wajib Kurikulum Pendidikan Kewarganegaraan (PKn) memiliki peran strategis dalam penguatan karakter tanggung jawab mahasiswa, meskipun data kuantitatif menunjukkan bahwa mahasiswa masih kurang bertanggung jawab terhadap akademik mereka, diri sendiri, dan sosial. Penelitian ini bertujuan untuk mengembangkan model pembelajaran PKn untuk mengatasi permasalahan rendahnya sikap tanggung jawab pada mahasiswa. Dengan menggunakan model ADDIE (analisis, desain, pengembangan, implementasi, dan evaluasi), penelitian ini menggabungkan pendekatan kualitatif (observasi, wawancara, dokumentasi) untuk memotret realitas model empirik hingga mengembangkan model dan pendekatan kuantitatif (kuesioner dengan uji statistik deskriptif korelatif) untuk mengevaluasi implementasi pada kelas eksperimen. Lokasi penelitian berada di Perguruan Tinggi kota Bandung yaitu Universitas Pendidikan Indonesia dan Institut Teknologi Bandung. Hasil penelitian menemukan bahwa dalam upaya menguatkan karakter tanggung jawab, Dosen PKn menerapkan model pembelajaran berbasis kasus melalui pendekatan mastery learning sehingga cenderung pada paradigma esensialisme, sementara di lokasi lain berorientasi pada proses sehingga cenderung kepada paradigma progresivisme yang memilih model pembelajaran berbasis proyek. Terlalu singkatnya waktu mahasiswa untuk membedah kasus dan kurangnya peran fasilitasi dan bimbingan dari dosen ketika mahasiswa mengerjakan proyek adalah problem utama yang ditemukan. Berdasarkan dua kelemahan tersebut maka dikembangkan menjadi model pengembangan pembelajaran inkuiri berbasis flipped classroom yang memanfaatkan kemajuan teknologi. Setelah implementasi, model tersebut terbukti efektif menguatkan karakter tanggung jawab mahasiswa yang tergambar dari peningkatan rata-rata dari lima indikator karakter tanggung jawab; menjaga diri sendiri dan orang lain, memenuhi kewajiban, memberikan kontribusi kepada masyarakat, mengurangi penderitaan, dan membangun dunia yang lebih baik. Di UPI, pada kelas eksperimen terjadi peningkatan dengan besar korelasi 0,824 dibanding kelas kontrol 0,517. Peningkatan juga terjadi di ITB di mana pada kelas eksperimen besar korelasi 0,734 dibanding kelas kontrol 0,541. Adapun secara gabungan diperoleh besar korelasi pada kelas eksperimen sebesar 0,779 dibandingkan kelas kontrol 0,529. Dengan demikian, dapat disimpulkan penerapan model inkuiri berbasis flipped classroom berkorelasi positif. The compulsory course in the Civic Education (PKn) curriculum plays a strategic role in strengthening students' sense of responsibility, although quantitative data indicates that students still lack responsibility towards their academics, themselves, and society. This study aims to develop a PKn learning model to address the issue of low responsibility among students. Using the ADDIE model (analysis, design, development, implementation, and evaluation), this study combines qualitative approaches (observation, interviews, documentation) to capture the reality of the empirical model and quantitative approaches (questionnaires with descriptive correlation tests) to evaluate implementation in experimental classes. The research was conducted at two universities in Bandung, namely Universitas Pendidikan Indonesia dan Institut Teknologi Bandung. The results of the study found that in an effort to strengthen the character of responsibility, Civic Education lecturers applied a case-based learning model through a mastery learning approach, which tends towards the essentialism paradigm, while in other locations, the approach was process-oriented, tending towards the progressivism paradigm, which chooses a project-based learning model. The main problems found were the limited time available for students to analyse cases and the lack of facilitation and guidance from lecturers when students were working on projects. Based on these two weaknesses, an inquiry-based learning model using the flipped classroom approach was developed, taking advantage of technological advances. After implementation, the model proved effective in strengthening students' responsible character, as reflected in the improvement of the average scores of five responsible character indicators: taking care of oneself and others, fulfilling obligations, contributing to society, reducing suffering, and building a better world. At UPI, the experimental class showed an increase with a correlation of 0.824 compared to the control class with 0.517. Improvements were also observed at ITB, where the correlation coefficient in the experimental class was 0.734 compared to 0.541 in the control class. Overall, the correlation coefficient in the experimental class was 0.779 compared to 0.529 in the control class. Thus, it can be concluded that the implementation of the flipped classroom-based inquiry model has a positive correlation.
