Abstract
Permasalahan dalam penelitian ini adalah ketidaksesuaian kualifikasi instruktur di Balai Latihan Kerja (BLK), yang berdampak pada rendahnya efektivitas pelatihan keterampilan tata boga, khususnya dalam program keahlian pembuatan roti dan kue. Penelitian ini bertujuan menganalisis kualifikasi instruktur dan pengaruhnya terhadap efektivitas pelatihan serta memberikan rekomendasi guna meningkatkan kualitas pendidikan vokasi. Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan desain studi kasus. Pengumpulan data dilakukan melalui wawancara terstruktur dan Focus Group Discussion (FGD). Analisis data menggunakan model Miles dan Huberman serta Analytical Hierarchy Process (AHP). Hasil penelitian menunjukkan regulasi pemerintah dan sertifikasi kompetensi sebagai faktor paling dominan dalam menentukan kualitas instruktur. Pengalaman mengajar memiliki bobot yang lebih rendah. Instruktur Aparatur Sipil Negara (ASN) lebih unggul dalam kepatuhan terhadap regulasi dan kualifikasi pendidikan. Instruktur Non Aparatur Sipil Negara (Non ASN) memiliki pengalaman mengajar yang lebih tinggi tetapi menghadapi kesulitan dalam mengakses pelatihan bersertifikasi. Kesenjangan antara kualifikasi instruktur dan kompetensi yang dibutuhkan industri masih terjadi, terutama dalam aspek penguasaan teknologi terkini dan metode pengajaran yang efektif. Kesimpulan penelitian menekankan pentingnya peningkatan kualifikasi instruktur melalui program pelatihan berkelanjutan serta penguatan kemitraan antara lembaga pendidikan vokasi dan industri. Pendidikan vokasi yang lebih efektif akan mampu mempersiapkan tenaga kerja siap pakai dan sesuai dengan kebutuhan dunia kerja. The problem in this study is the mismatch between instructor qualifications at the Job Training Center (BLK), which negatively impacts the effectiveness of culinary skills training, particularly in the bread and cake making expertise program. This study aims to analyze instructor qualifications and their influence on training effectiveness, as well as to provide recommendations for improving the quality of vocational education. The research employs a qualitative approach with a case study design. Data collection was conducted through structured interviews and Focus Group Discussions (FGD). Data analysis was carried out using the Miles and Huberman model and the Analytical Hierarchy Process (AHP). The study results indicate that government regulations and competency certification are the most dominant factors in determining instructor quality, while teaching experience has a lower weight. Instructors from the State Civil Apparatus (ASN) excel in regulatory compliance and educational qualifications, whereas Non State Civil Apparatus (Non ASN) instructors have greater teaching experience but face challenges in accessing certified training programs. A gap remains between instructor qualifications and the competencies required by the industry, particularly in mastering the latest technology and effective teaching methods. The study concludes that enhancing instructor qualifications through ongoing training programs and strengthening partnerships between vocational education institutions and industry is essential. More effective vocational education will better prepare a workforce that is job-ready and aligned with industry needs.
