Abstract
Salah satu transformasi yang dilakukan dalam dunia pendidikan tinggi di Indonesia beberapa tahun terakhir adalah dengan adanya kebijakan pembelajaran di luar program studi yang dapat dilakukan oleh mahasiswa dan diatur dalam Peraturan Menteri Pendidikan, Kebudayaan, Riset, dan Teknologi Nomor 53 Tahun 2023 tentang Penjaminan Mutu Pendidikan Tinggi. Kebijakan ini dilaksanakan dalam upaya untuk meningkatkan kualitas lulusan perguruan tinggi di Indonesia sehingga memiliki relevansi yang kuat dengan kebutuhan yang ada di industri dan dunia kerja serta menekan angka pengangguran terbuka yang merupakan lulusan perguruan tinggi. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan pembelajaran di luar program studi dalam meningkatkan kualitas lulusan mahasiswa Indonesia. Penelitian ini dirancang dengan pendekatan kualitatif dan metode deskriptif yang kemudian dianalisis berdasarkan teori model analisis kebijakan dari William N. Dunn. Subjek penelitian ini adalah lulusan perguruan tinggi negeri yang datanya diperoleh melalui studi dokumentasi terhadap hasil tracer study lulusan tahun 2023 dari Pangkalan Data Pendidikan Tinggi (PDDIKTI) dengan aspek masa tunggu bekerja dan rata-rata pendapatan, serta ditambah dengan wawancara menggunakan google formulir terhadap para pihak yang terkait seperti lulusan, dosen, perguruan tinggi, dan mitra pelaksana kegiatan pembelajaran di luar program studi. Teknik analisis data penelitian ini menggunakan Microsoft Excel dan aplikasi Atlas.ti. Hasil Penelitian menunjukkan bahwa sebagian besar lulusan perguruan tinggi telah terserap ke dalam dunia kerja. Pengalaman dalam mengikuti kegiatan pembelajaran di luar program studi bermanfaat untuk meningkatkan rata-rata pendapatan, namun belum cukup untuk mempercepat masa tunggu bekerja. Kedepannya perlu dilakukan evaluasi dan perbaikan terkait keberlanjutan kebijakan tersebut sehingga kualitas lulusan samakin meningkat dan lebih cepat terserap ke dunia kerja. Kata Kunci: Analisis Implementasi Kebijakan, Pembelajaran di Luar Program Studi, Kualitas Lulusan One of the transformations carried out in the world of higher education in Indonesia in recent years is the existence of a learning policy outside the study program that can be carried out by students and is regulated in the Regulation of the Minister of Education, Culture, Research and Technology Number 53 of 2023 concerning Quality Assurance of Higher Education. This policy is implemented in an effort to improve the quality of university graduates in Indonesia so that they have a strong relevance to the needs that exist in industry and the world of work and reduce the number of open unemployment who are college graduates. This study aims to analyze the implementation of learning policies outside the study program in improving the quality of Indonesian student graduates. This research was designed with a qualitative approach and a descriptive method which was then analyzed based on the theory of William N. Dunn's policy analysis model. The subjects of this research are graduates of state universities whose data are obtained through documentation studies of the results of the tracer study of 2023 graduates from the Higher Education Database (PDDIKTI) with aspects of the waiting period for work and average income, and coupled with interviews using google forms to related parties such as graduates, lecturers, universities, and partners implementing learning activities outside the study program. This research data analysis technique uses Microsoft Excel and the Atlas.ti application. The results showed that most college graduates have been absorbed into the world of work. Experience in participating in learning activities outside the study program is useful for increasing average income, but not enough to accelerate the waiting period for work. In the future, it is necessary to evaluate and improve the sustainability of the policy so that the quality of graduates will improve and be more quickly absorbed into the world of work.
