Abstract

Penelitian ini didasarkan pada kebijakan Merdeka tentang Program Sekolah Penggerak yang bertujuan untuk mengetahui implementasi kebijakan tersebut di Sekolah Menengah Pertama Kota Bandung melalui teori implementasi kebijakan publik Edward III yang terdiri dari empat aspek yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi yang berperan dalam pelaksanaan kebijakan. Metode penelitian yang digunakan dalam penelitian ini penggunakan pendekatan kualitatif deskriptif dan menggunakan teknik pengumpulan data yang wawancara dan studi dokumentasi. Hasil penelitian ini menunjukkan bahwa implementasi kebijakan Program Sekolah Penggerak di Sekolah Menengah Pertama Kota Bandung telah memenuhi aspek komunikasi, sumber daya, disposisi, dan struktur birokrasi dengan baik meskipun pada tahun pertama Program Sekolah Penggerak tersebut banyak mengalami hambatan dalam pengimplementasiannya, pada tahun kedua dan tahun ketiga implementasi Program Sekola Penggerak semakin berjalan dengan lancar. Adapun aspek yang perlu ditingkatkan lagi adalah aspek sumber daya terutama dalam sumber daya anggaran. This research is based on Merdeka Belajar policy about Sekolah Penggerak Program. This study is conducted to analyze the implementation of Sekolah Penggerak Program policy in Junior High Schools in Bandung City by using George Edward III’s public policy implementation theory which consists four aspects (communication, resources, disposition, and bureaucratic structure). The method that used in this research is qualitative descriprive with interviews and study docummentation technique. The result of this research indicates that implementation of Sekolah Penggerak Program policy in Junior High Schools in Bandung City has fullfiled the communication, resources, disposition, and bureaucratic structure in a good way, even though in the first year it faced many obstacles, but it can be resolved in the second and third year of its implementation. One of the aspects that has to be improved is financial dimension in resources aspect.
