Abstract

Pemerintah Republik Indonesia terus berupaya memperbaiki pengelolaan anggaran pendidikan, khususnya dana Bantuan Operasional Sekolah (BOS). Salah satu upayanya adalah mewajibkan pengelolaan dana BOS melalui Aplikasi Rencana Kegiatan dan Anggaran Sekolah (ARKAS), sebuah Sistem Informasi Manajemen (SIM). ARKAS dirancang untuk mengelola manajemen keuangan sekolah, mencakup perencanaan, organisasi, arahan, koordinasi, kontrol, serta pelaporan yang sesuai dengan standar pemerintah. Penelitian ini bertujuan untuk mengetahui pengaruh sistem informasi manajemen ARKAS terhadap akuntabilitas dan efektivitas pengelolaan dana BOS di SMA dan SMK kota Lhokseumawe. Penelitian ini dilakukan untuk menganalisis apakah ARKAS dapat berperan secara optimal dalam pengelolaan dana BOS yang sesuai prinsip. Penelitian ini menggunakan metode kuantitatif dengan pendekatan survei. Populasi penelitian adalah tim pengelola dana BOS di SMA Negeri dan SMK Negeri kota Lhokseumawe yang terdiri dari kepala sekolah, bendahara BOS, dan anggota. Data dikumpulkan dengan menggunakan kuesioner berbasis skala Likert dan dianalisis menggunakan analisis regresi linier sederhana, analisis regresi linier berganda, dan analisis jalur. Hasil penelitian menunjukkan bahwa penggunaan ARKAS berpengaruh positif dan signifikan terhadap akuntabilitas dan efektivitas pengelolaan dana BOS. Penggunaan ARKAS dan akuntabilitas secara simultan juga berpengaruh positif dan signifikan terhadap efektivitas pengelolaan dana BOS. Penggunaan ARKAS juga memiliki efek langsung dan tidak langsung yang signifikan pada efektivitas pengelolaan dana BOS melalui mediasi akuntabilitas pengelolaan dana BOS. Penelitian ini memberikan rekomendasi bagi pemerintah, sekolah, dan pemangku kepentingan lainnya untuk mengoptimalkan fungsi ARKAS dalam pengelolaan dana BOS agar proses pengelolaannya menjadi lebih akuntabel dan efektif. The Government of the Republic of Indonesia is continuously striving to improve the management of education budgets, particularly the School Operational Assistance (BOS) funds. One of its initiatives is to mandate the management of BOS funds through the School Activity and Budget Planning Application (ARKAS), a Management Information System (MIS). ARKAS is designed to efficiently handle the financial management of schools, encompassing planning, organization, guidance, coordination, control, and reporting that align with government standards. The objective of this study is to determine the influence of the ARKAS management information system on the accountability and effectiveness of BOS fund management in high schools and vocational schools in the city of Lhokseumawe. This research aims to analyze whether ARKAS can optimally fulfill its role in BOS fund management, adhering to established principles. The study employs a quantitative method with a survey approach. The research population consists of the BOS fund management team in state high schools and vocational schools in Lhokseumawe city, including principals, BOS treasurers, and members. Data is collected using a Likert scale-based questionnaire and analyzed through simple linear regression analysis, multiple linear regression analysis, and path analysis. The findings of the study indicate that the utilization of ARKAS has a positive and significant impact on the accountability and effectiveness of BOS fund management. Furthermore, the simultaneous use of ARKAS and accountability also has a positive and significant effect on the effectiveness of BOS fund management. The use of ARKAS also exhibits a significant direct and indirect effect on the effectiveness of BOS fund management, mediated through the accountability of BOS fund management. This study offers recommendations to the government, schools, and other stakeholders to optimize the functionality of ARKAS in BOS fund management, enhancing the accountability and effectiveness of the management process.
