Abstract
Banyak studi telah menunjukkan Kurikulum 2013 tingkat sekolah dasar cukup banyak menemui kendala pada tahap implementasi. Dengan adanya kondisi khusus yakni pandemi Covid-19, timbul permasalahan baru dalam implementasi Kurikulum 2013 tingkat sekolah dasar khususnya. Studi ini mengeksplorasi kekhawatiran guru sekolah dasar, tingkat penggunaan kurikulum, dan praktik implementasi kurikulum 2013 khusus pada aspek yang berkaitan dengan Standar Isi dan Standar Proses yang mengalami beberapa penyesuaian saat masa pandemi Covid-19. Sebanyak 66 guru sekolah dasar negeri dan swasta di Kecamatan Cibinong, Kabupaten Bogor, menjadi partisipan dalam penelitian ini. Studi evaluatif ini menggunakan metode penelitian campuran eksplanatoris sekuensial dengan CBAM sebagai model evaluasinya. Concerns-Based Adoption Model (CBAM) memberikan tiga jenis data dengan Kuesioner Tahapan Kekhawatiran (SoCQ) yang memberikan data kuantitatif, Wawancara Tingkat Penggunaan (LoU) dan Peta Konfigurasi Inovasi (IC) yang memberikan data kualitatif. Hasil analisis data menunjukkan kekhawatiran tertinggi guru pada tahapan pribadi (self), tingkat penggunaan mekanis (Mechanical Use), dan praktik implementasi yang dapat diterima (Acceptable). Jika tahapan kekhawatiran (SoC) guru menetap atau tidak berprogres dari kekhawatiran pribadi, tingkat penggunaan (LoU) guru berhenti pada penggunaan mekanis, peta konfigurasi inovasi (IC) yang tetap masih pada level standar, maka implementasi inovasi dan kebijakan Standar Isi dan Standar Proses Kurikulum 2013 SD akan stagnan dan akan berpengaruh pada hasil belajar siswa di kemudian hari misalnya setelah masa pandemic Covid-19 berakhir. Studies have shown that primary school’s 2013 Curriculum had many problems in the implementation step. The special condition that is Covid-19 pandemic, there are new problems in 2013 Curriculum especially at primary school level. This study explored concerns of primary school teachers, levels of use the curriculum, and the curriculum implementation practice in the aspects of Content and Process Standard which undergo some adaptations in Covid-19 pandemic era. The study subjects were 66 primary school’s teachers from public and private schools in Cibinong Sub-District, Bogor Regency. This evaluative study used sequential explanatory mixed method with Concerns-Based Adoption Model (CBAM) as the evaluation model. Concerns-Based Adoption Model (CBAM) provided three kinds of data; Stages of Concern Questionnaire for the quantitative data, Levels of Use Interview and Innovation Configuration for the qualitative data. Data analysis result showed that the teachers’ highest concern were in the personal stage (self), teachers’ levels of use in the mechanical use level, and teachers’ curriculum implementation practice in the acceptable level. If teachers’ stages of concerns are stagnan or does not move from self concern, their levels of use are stay in the mechanical use level, and their innovation configuration are also stay in the standard level, so the curriculum implementation will be stagnan. Then it will affect to students’ learning result in the next time such as the post-pandemic era of Covid-19.
