Abstract

Perlindungan anak yang dilakukan oleh Lembaga Perlindungan Anak (LPA) Provinsi Banten sangat penting guna pencegahan kasus kekerasan anak dan melindungi hak-hak anak. Terlebih di Provinsi Banten sendiri memiliki angka kasus kekerasan anak yang cukup tinggi terutama pada masa pandemi covid-19. Tujuan dari penelitian ini adalah untuk meneliti peranan dari LPA Provinsi Banten dalam melakukan program upaya perlindungan anak. Grand Theory yang digunakan dalam penelitian ini adalah teori keadilan. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan metode penelitian studi kasus. Teknik pengumpulan data yang digunakan dalam penelitian ini meliputi teknik wawancara, observasi, studi dokumentasi. Hasil penelitian menunjukan bahwa bentuk program perlindungan anak yang dilakukan oleh LPA Provinsi Banten tidak hanya membantu proses pelaporan kasus kekerasan, akan tetapi LPA juga menjadi tempat pendidikan, pengenalan, menyebarluaskan informasi tentang hak anak dan mengamati pengimplementasian hak anak sebagai wujud civic disposition. Hasil akhir yang dicapai dari program perlindungan anak ialah menurunnya angka kasus kekerasan anak dan anak dapat melindungi diri sendiri karena terlah diberikan keterampilan asertifitas oleh LPA Provinsi Banten. Terdapat beberapa kendala dalam pelaksanaan perlindungan anak yaitu masyarakat yang kurang aware terhadap hak-hak anak serta minimnya pendanaan. Akan tetapi, kendala tersebut dapat diatasi dengan berbagai alternatif solusi yang dilakukan oleh LPA Provinsi Banten yaitu dengan melakukan koordinasi dengan seluruh stakeholder di Provinsi Banten guna menyelenggarakan perlindungan anak secara sentral. Kata Kunci: Lembaga Perlindungan Anak, Kekerasan Anak, Civic Disposition THE ROLE OF CHILD PROTECTION INSTITUTIONS IN PREVENTING CASES OF CHILD VIOLENCE DURING THE COVID-19 PANDEMIC AS A CIVIC DISPOSITION (Case Study at the Child Protection Institutions (LPA) Banten Province) Child protection carried out by the Child Protection Institutions (LPA) of Banten Province is very important to reduce the number of cases of child violence and protect children's rights. The advantage of Banten Province itself is that it has a fairly high number of cases of child abuse, especially during the covid-19 pandemic. This study aimed to examine the role of the Banten Province LPA in carrying out child protection programs. The grand theory used in this research is the theory of justice. The approach used in this research is a qualitative approach with a case study research method. Data collection techniques used in this study include an interview, observation, and documentation studies. The results show that the form of the child protection program carried out by the Banten Province LPA is the process of reporting cases of violence, but LPA is also a place for education, introduction, disseminating of information about children's rights, and not observing the implementation of children's rights as a form of civil character. The final result achieved from the child protection program is a decrease in the number of cases of child abuse and children can protect themselves because they have been given assertiveness skills by the Banten Province LPA. There are several obstacles to the implementation of child protection, namely people who are less aware of children's rights and lack funding. However, these obstacles can be overcome by various alternative solutions carried out by the Banten Province LPA, namely by coordinating with all stakeholders in Banten Province to organize child protection centrally.
