Abstract
PENGARUH PEMAHAMAN NILAI-NILAI DASAR ANEKA TERHADAP SIKAP PESERTA PELATIHAN DASAR CALON PEGAWAI NEGERI SIPIL (Survey Terhadap Pesrta Latsar CPNS di Puslatbang PKASN) Lia Jayani PENDIDIKAN MASYARAKAT FAKULTAS ILMU PENDIDIKAN UNIVERSITAS PENDIDIKAN INDONESIA Email: liajayani@student.upi.edu ABSTRAK Nilai-Nilai Dasar Aparatur Sipil Negara merupakan standar-standar yang mengatur perilaku moral dan asas-asas perilaku yang baik bagi seorang Aparatur Sipil Negara dalam menjalankan tugas dan tanggung jawabnya. Sikap atau perilaku kurang baik yang masih di temui di kalangan Aparatur Sipil Negara dapat disebabkan oleh kurangnya pengetahuan, pemahaman dan penghayatan terhadap nilai-nilai etika Aparatur Sipil Negara. Dengan adanya Pelatihan Dasar CPNS di harapkan para Calon Pegawai Negeri Sipil ini mampu meningkatkan kompetensi mereka serta memiliki sikap atau attitude yang baik, sehingga bisa menjadi bekal mereka untuk nantinya di implementasikan dalam dunia kerjanya. Tujuan dari penelitian ini adalah: 1) untuk mendeskripsikan pemahaman nilai-nilai dasar Aparatur Sipil Negara, 2) untuk menganalisis sikap peserta pelatihan dasar Calon Pegawai Negeri Sipil setelah mengikuti pelatihan, 3) untuk mengukur pengaruh pemahaman niali-nilai dasar Aparatur Sipil Negara terhadap sikap peserta pelatihan dasar Calon Pegawai Negeri sipil. Penelitian ini menggunakan metode deskriptif dengan pendekatan kuantitatif. Teknik pengumpulan data pada penelitian ini menggunakan Kuesioner (Angket) dan observasi. Objek pada penelitian ini adalah Puslatbang PKASN dengan subjek penelitiannya yaitu peserta Pelatihan Dasar Calon Pegawai Negeri Sipil. Hasil penelitian menunjukkan bahwa 1) adanya peningkatan pemahaman peserta terhadap nilai-nilai dasar ANEKA. Hal tersebut ditunjukan dengan adanya peningkatan pada hasil posttest yang lebih baik, 2) sikap peserta Latsar ada dalam kategori baik dan sangat baik. Hal tersebut membuktikan bahwa peserta Latsar dapat mengaktualisasikan nilai-nilai dasar yang dipahami pada saat pelatihan dalam dunia kerja yang nyata, 3) Hasil analisis data menunjukan bahwa ada pengaruh yang positif dan signifikan antara pemahaman nilai-nilai dasar ANEKA terhadap sikap peserta pelatihan dasar calon pegawai negeri sipil, Hasil penelitian menunjukan aspek akuntabilitas mempunyai pengaruh yang paling besar terhadap sikap peserta Latsar. THE INFLUENCE OF UNDERSTANDING BASIC VALUES "ANEKA" TOWARDS THE ATTITUDE OF BASIC TRAINING PARTICIPANTS CIVIL STATE EMPLOYEES (Survey of CPNS Basic Training Participants at Puslatbang PKASN) Lia Jayani Department Community Education Faculty of Education Science Indonesian Education University Email: liajayani@student.upi.edu ABSTRACT The Basic Values of the State Civil Apparatus are the standards that regulate moral behavior and the principles of good behavior for a State Civil Apparatus in carrying out their duties and responsibilities. Poor attitudes or behavior that are still encountered among the State Civil Apparatus can be caused by a lack of knowledge, understanding and appreciation of the ethical values of the State Civil Apparatus. The CPNS Basic Training, it is hoped that the Candidates for Civil Servants will be able to improve their competence and have a good attitude or attitude, so that they can become provisions for later implementation in the world of work. The purpose of this research is: 1) to describe the understanding of the basic values of the State Civil Apparatus, 2) to analyze the attitudes of basic training participants for Prospective Civil Servants after attending the training, 3) to measure the effect of understanding the basic values of the State Civil Servants on the attitudes of the basic training participants for Candidates for Civil Servants. This study uses a descriptive method with a quantitative approach. Data collection techniques in this study using a questionnaire (questionnaire) and observation. The object of this research is the PKASN Puslatbang with the research subject, namely participants in the Basic Training for Candidates for Civil Servants. The results showed that 1) there is an increase in the participants' understanding of ANEKA's basic values. This is indicated by an increase in better posttest results, 2) the attitudes of the Latsar participants were in the good and very good categories. This proves that Latsar participants can actualize the basic values that are understood during training in the real world of work, 3) The results of data analysis show that there is a positive and significant influence between the understanding of ANEKA's basic values on the attitudes of basic training participants for prospective civil servants. And the results showed that the accountability aspect had the greatest influence on the attitudes of Latsar participants. Keywords: Training, CPNS Basic Training, Attitude.
