Abstract

Penelitian ini dilatarbelakangi oleh rendahnya partisipasi masyarakat terhadap penanganan bencana di Indonesia, sehingga menyebabkan sulitnya pemerintah mengidentifikasi kebutuhan masyarakat terdampak bencana, serta diiringi rendahnya pemberdayaan masyarakat dalam penanganan bencana. FK KBPA BR sebagai forum berkumpulnya Organisasi Pecinta Alam di Bandung, membuat sebuah program bernama Pendampingan Posko Masyarakat Penanganan Bencana (PPMPB) yang berbentuk pendidikan dan pelatihan dengan model partisipatif. Penelitian ini bertujuan untuk melakukan evaluasi terhadap kurikulum diklat Pendampingan Posko Masyarakat Penanganan Bencana (PPMPB). Pokok permasalahan pada penelitian ini adalah bagaimana evaluasi kurikulum pendidikan dan pelatihan pada program Pendampingan Posko Masyarakat Penanganan Bencana di Lombok. Model evaluasi yang digunakan yaitu CSE-UCLA (Centre for Study of Evaluation, University of California in Los Angeles) dengan memasukkan lima komponen, yaitu System Assessment, Program Planning, Program Implementation, Program Improvement, dan Program Certification. Pendekatan penelitian menggunakan pendekatan kuantitatif. Instrumen yang digunakan yaitu angket dan lembar observasi dokumen. Populasi terdiri dari 40 relawan dan 55 warga yang keduanya terlibat dalam program tersebut. Hasil penelitian evaluasi ialah System Assessment masuk pada kategori cukup baik dengan persentase 43%, Program Planning masuk pada kategori baik dengan persentase 38%, Program Implementation masuk pada kategori baik dengan persentase 50%, Program Improvement masuk pada kategori cukup baik dengan persentase 49%, dan Program Certification masuk pada kategori cukup baik dengan persentase 51%. Simpulan hasil penelitian bahwa belum semua komponen evaluasi berkategori baik. Rekomendasi dari penelitian ini untuk peneliti selanjutnya adalah melakukan penelitian dengan model evaluasi dan pendekatan yang berbeda agar mendapatkan hasil yang optimal dalam penelitian evaluasi -------- This research is motivated by the low level of community participation in disaster management in Indonesia, which makes it difficult for the government to identify the needs of affected communities, as well as the low level of community empowerment in disaster management. FK KBPA BR as a community for Adventure and Nature Lovers Organization in Bandung, created a program called Pendampingan Posko Masyarakat Penanganan Bencana (PPMPB) in the form of education and training with participatory models. This study aims to evaluate the PPMPB curricula training curriculum. The main problem in this research is how to evaluate the education and training curriculum PPMPB in Lombok. The evaluation model used is CSE-UCLA (Center for Study of Evaluation, University of California in Los Angeles) by including five components, namely System Assessment, Program Planning, Program Implementation, Program Improvement, and Program Certification. The research approach uses a quantitative approach. The instruments used were questionnaires and document observation sheets. The population consists of 40 volunteers and 55 residents who are both involved in the program. The results of the evaluation research are that the System Assessment component is in the sufficient category with a percentage of 43%, the Program Planning component is in the good category with a percentage of 38%, the Program Implementation component is in the good category with a percentage of 50%, the Program Improvement component is in the good enough category with the percentage is 49%, and the Program Certification in in the sufficient category with a percentage of 51%. Conclusion from the results of the study that not all evaluation components are categorized as good. Recommendations from this study for future researches are to research with different evaluation models and approaches to obtain optimal results in evaluation research.
