Abstract

Tata kelola guru di daerah 3T merupakan hal yang sangat penting karena pendidikan itu dilaksanakan bila ada guru yang siap dilaksanakan. Penelitian ini melatarbelakangi kekurangan guru sekolah dasar di daerah 3T Kabupaten Yahukimo menyebabkan pengelolaan pendidikan dasar yang tidak sesuai dari standar pendidikan nasional. Permasalahan yang dibahas dalam tata kelola guru tersebut sebagai berikut: (1) Apa yang menjadi utama dalam tata kelola guru sekolah dasar di daerah 3T; (2) Apa cakupan Tata kelola guru yang menjadi masalah; (3) Apa dampak terhadap proses pembelajaran yang di alami sekolah dasar; (4) Kebijakan seperti apa yang dilakukan pemerintah dalam hal ini Kepala Dinas Pendidikan; (5) Bagaimana kebijakan Tata kelola guru dilaksanakan secara nyata.Penelitian ini dilakukan dengan pendekatan kualitatif dengan menggunakan instrument wawancara, pengamatan dan instrument pengumpulan dokumen. Penggunaan pendekatan tersebut dengan tujuan untuk tercapainya tujuan penelitian ini, yaitu memperoleh pemahaman yang mendalam mengenai tata kelola guru SD di daerah 3T. Hasil analisis yang menjadi temuan adalah jumlah kebutuhan guru lebih besar daripada jumlah guru yang tersedia; guru tidak pernah menerima pelatihan,pembinaan,pendampingan dan dukungan finansial tidak sesuai dengan tingkat kesulitan yang dihadapi guru; guru yang aktif di sekolah adalah lulusan SD,SMP, dan SMA/SMK sehingga kualitas proses pembelajaran menurun; kendala utama dalam tata kelola guru adalah kendala geografis daerah,keterbatasan guru, keterbatasan sarana dan minimnya kesejahteraan guru.; Teacher management in the 3T area is very important because education is carried out if there are teachers who are ready to be assigned. This research was motivated by a lack of elementary school teachers in the 3T area of Yahukimo District which led to the management of basic education that was not in accordance with national education standards. The problems discussed in teacher management are as follows: (1) What is central to the management of elementary school teachers in the 3T area; (2) What is the scope of teacher management that becomes a problem; (3) What is the impact on the learning process experienced by elementary school; (4) What kind of policy is conducted by the government particularly by the Head of the Education Office; (5) How are teacher management policies implemented in a tangible manner. This research was conducted with a qualitative approach using interviews, observations and document collection instruments. The use of this approach was intended for achieving the objective of this research, namely to obtain a deep understanding of the management of elementary school teachers in the 3T area. The results of the analysis which become the research findings conclude that the number of teachers needed is greater than the number of teachers available; the teachers have never received any training, guidance, and assistance and the financial support is not in accordance with the level of difficulty faced by the teachers; teachers who are active in school are elementary, middle and high school/ vocational school graduates which therefore decreases the quality of the learning process; the main constraints in teacher management are regional geographical constraints, teacher limitations, limited facilities and the lack of teacher welfare.
