Abstract

Penelitian ini berjudul “Diagnosis Kesehatan Penganggaran Sekolah di Sekolah Laboratorium Percontohan Kampus Universitas Pendidikan Indonesia (UPI)”. Secara umum penelitian ini bertujuan menghasilkan instrumen diagnosis kesehatan penganggaran sekolah. Metode penelitian ini adalah research and development method (metode penelitian dan pengembangan) pada tahap 2 sampai tahap 5. Teknik pengumpulan data menggunakan kajian teoritik, pendapat ahli di bidang Administrasi Pendidikan, dan pendapat praktisi Manajemen Sekolah. Analisis data pada tahap uji kegunaan instrumen yang digunakan dalam penelitian ini yaitu Weight Mean Score (WMS) atau uji rerata, uji validitas instrumen, dan uji reliabilitas instrumen. Tempat penelitian pada tahap uji lapangan awal (preliminary field testing) yaitu Sekolah Laboratorium Percontohan Kampus Universitas Pendidikan Indonesia (UPI) dengan jumlah 37 (tiga puluh tujuh) responden yang terdiri dari Kepala Sekolah, Wakil Kepala Sekolah, Guru Senior dan Guru Junior. Tempat penelitian pada tahap uji kegunaan instrumen yaitu Sekolah Dasar Negeri (SDN) se-Kecamatan Sukasari Kota Bandung dengan jumlah responden 26 (dua puluh enam) responden yang terdiri dari Kepala Sekolah dan Wakil Kepala Sekolah. Pada tahap Focus Group Discussion narasumber berjumlah 8 (delapan) orang. Uji konstruk instrumen Diagnosis Kesehatan Penganggaran Sekolah kepada 5 (lima) orang ahli bidang Administrasi Pendidikan. Uji reliabilitas instrumen yaitu 0,955, hasil perhitungan Weight Mean Score (WMA) menunjukkan bahwa Kesehatan Penganggaran termasuk pada kategori sangat baik dengan skor 4,64. Kesimpulan penelitian adalah instrumen diagnosis kesehatan penganggaran sekolah terdiri dari dimensi prinsip penganggaran yang memiliki 10 indikator, dimensi proses penganggaran yang terdiri dari 4 indikator dan 22 item, serta dimensi akuntabilitas dengan 3 indikator. ----- The research was titled "Health Diagnosis of School Budgeting at the School Laboratory of Universitas Pendidikan Indonesia (UPI)". In general, this research aims to produce a health diagnostic instrument of school budgeting. This method of research is research and development method in phase 2 to stage 5. Data collection techniques using theoretical studies, expert opinion in the field of education administration, and the opinion of school management practitioners. Data analysis at the test stage of the usability of the instrument used in this study is the Weight Mean Score (WMS) or test of the average, instrument validity test, and instrument reliability test. Research site at Preliminary Field Testing is School Laboratory of Universitas Pendidikan Indonesia (UPI) with 37 respondents consisting of principal, deputy head of School, Senior teacher and Junior teacher. The research site in the testing phase of the instrument is Sekolah Dasar Negeri (SDN) in Kecamatan Sukasari, Bandung with 26 respondents consisting of the principal and deputy principal. The Focus Group Discussion is 8 (eight) people. Test the instrument of the school budgeting health diagnosis to 5 (five) experts in the field of education administration. The reliability test of the instrument is 0.955, the result of the Weight Mean Score (WMA) calculation indicates that the budgeting health is included in the excellent category with a score of 4.64. The conclusion of the study is the health diagnostic instrument of a school budgeting consisting of a dimensional budgeting principle that has 10 indicators, the dimensional budgeting process consisting of 4 indicators and 20 items, as well as the accountability dimension with 3 indicators.
