Abstract
Dalam proses pemberdayaan desa di Kabupaten Garut terdapat masalah yang harus diselesaikan yaitu kesulitan dalam penyebaran informasi desa sehingga dalam menentukan wilayah desa yang sesuai dengan potensi desa yang akan diberdayakan sulit. Penelitian ini dilakukan untuk menyelesaikan masalah tersebut dengan menerapkan hasil evaluasi menggunakan metode PIECES melalui kuisioner dengan aspek performance, information, economy, control, efficiency dan service terhadap aplikasi IPD yang akan dikembangkan. Aplikasi IPD dibangun dengan fitur pengolahan data mengenai informasi desa yang berfungsi untuk menghitung data indeks desa, dan penyebaran data potensi. Metode perhitungan IPD yang digunakan dalam aplikasi menghasilkan klasifikasi desa ke dalam 3 bagian dengan hasil nilai persentase yaitu 3.6% Desa tertinggal, 90.5% Desa berkembang, dan 5.9% Desa mandiri. Hasil dari perhitungan tersebut kemudian divisualisasikan ke dalam WebGIS dengan fitur informasi wilayah beserta potensi desanya. Penerapan aplikasi IPD kemudian dievaluasi kembali menggunakan metode PIECES untuk mengukur kualitas sistem, sehingga penerapan teknologi informasi dalam proses pemberdayaan ini dapat dimaksimalkan sesuai dengan kebutuhan pengguna. Persentase nilai evaluasi menunjukkan sebelum adanya sistem adalah 40.6% sedangkan setelah penerapan sistem yaitu 74.93%, untuk nilai perbandingan keduanya menghasilkan nilai evaluasi kualitas sistem dengan peningkatan sebesar 34.68%.;---In the process of community and village empowerment, there are problems to be solved, namely the difficulty in determining the village area in accordance with the potential of the village to be developed, and there are difficulties in the process of disseminating village information. This research was conducted to solve the problem by applying technology to the application of village development index which will be developed. Application of village development index is a system of data processing about classification of villages that serves to calculate the village index data, and dissemination of potential information village. With the method of calculation of IPD used in this study resulted in the classification of the village into 3 parts with the classification value that has been determined with the result that is 3.6% Villages left behind, 90.5% Villages thrives, and 5.9% Village onward. The results of the data processing will be visualized into WebGIS with features showing potential village information for each region. This research is conducted in Garut regency, and its application is evaluated by using PIECES method to measure the quality of the system by using questionnaires that have instruments with aspects such as performance, information, economy, control, efficiency and service, so that the application of information technology in this field of government can be maximized accordingly with needs. The result before the system implementation is 40.6% while for the system that is 74.93%, for the comparison values with an increase of 34.68%.
