    Abstract

    Kurang efektifnya Sekolah Dasar Negeri di Kota Cimahi ditengarai terjadi karena dua
    faktor yaitu perilaku kepemimpinan kepala sekolah dan partisipasi masyarakat. Tujuan dari
    penelitian ini adalah teranalisis dan terdeskripsikannya pengaruh perilaku kepala sekolah
    dan partisipasi masyarakat terhadap efektivitas sekolah pada Sekolah Dasar di Kota
    Cimahi. Metode yang digunakan pada penelitian ini adalah metode deskriptif dengan
    pendekatan kuantitatif. Sampel pada penelitian ini adalah 101 orang kepala sekolah, 101
    orang guru, dan 101 orang tua siswa pada 101 Sekolah Dasar Negeri di Kota Cimahi.
    Pengumpulan data penelitian menggunakan kuesioner dengan skala likert. Teknik analisis
    data menggunakan Weighted Mean Scored (WMS), pengujian hipotesis dilakukan dengan
    menggunakan korelasi Pearson Product Moment untuk mengetahui tingkat
    signifikansinya. Hasil analisis data menunjukan bahwa efektivitas sekolah, perilaku
    kepemimpinan kepala sekolah, dan partisipasi masyarakat pada Sekolah Dasar di Kota
    Cimahi termasuk ke dalam kategori sangat tinggi. Perilaku kepemimpinan kepala sekolah
    dan partisipasi masyarakat masing-masing berpengaruh signifikan dan berkontribusi positif
    terhadap efektivitas sekolah, dan keduanya secara simultan berpengaruh signifikan dan
    berkontribusi positif terhadap efektivitas sekolah. Walaupun demikian, pelaksanaan
    Kurikulum 2013 yang menyeluruh pada semua tingkat menuntut peningkatan kompetensi
    guru-guru dan juga pengadaan sarana dan prasarana pendukung. Misi sekolah sebaiknya
    dirumuskan secara bersama-sama dengan warga sekolah, agar di dalamnya tergambar
    aktivitas nyata yang dapat diimplementasikan di sekolah. Selain itu, orang tua siswa
    sebaiknya menjadi anggota komite sekolah, agar dapat terjalin sinergi yang efektif dan
    efisien antara warga sekolah, demi tercapainya tujuan pendidikan.----------The lack of school effectiveness of the state elementary schools in Cimahi presumably
    caused by two factors: the principal leadership behaviour and the community
    participation. The purposes of this study were to analyze and to describe the influence of
    principal leadership behaviour and the community participation towards the school
    effectiveness of the state elementary schools in Cimahi. The method applied in this study
    was descriptive method within the quantitative framework. The data analysis used
    Weighted Mean Scored (WMS) technique and hypothesis test used Pearson Product
    Moment to find out the significancy. The samples were principals, teachers, and parents
    of 101 state elementary schools in Cimahi, which were represented by each of 101
    respondents. The data was collected through questionnaires in likert scale. The data
    analysis results indicated that school effectiveness, principal leadership behaviour, and
    community participation were in the excellent category. Each of the principal leadership
    behaviour and community participation had been significantly influencing and positively
    contributing to the school effectiveness, and both of it had been simultaneously giving
    significant influence and positive contribution towards the school effectiveness.
    Nonetheless, the implementation of Kurikulum 2013 comprehensively in all levels demands
    the competencies improvement of the teachers and the availability of decent supporting
    facilities. Furthermore, the school mission is supposed to be formulated collaboratively
    with all school members, thus it will portray the implementable real activities in school. In
    addition, the parents are supposed to be the members of school committee, so they can
    build effective and efficient synergy among the school members to achieve the education
    purposes.
