Abstract

Pemberdayaan kepala tenaga administrasi sekolah SMPN di Kabupaten Bandung, tidak lepas dari kompetensi, kepemimpinan dan kesejahtraan yang berdampak pada pengelolaan administrasi dan manajemen mempunyai kontribusi penting dalam perkembangan dan kemajuan quality management. Selama ini bahwa ketidaksesuaian antara kemampuan yang dimiliki dalam pemberdayaan kepala tenaga administrasi sekolah dengan tuntutan meningkatkan kualitas kepala administrasi sekolah dan tuntutan mutu sekolah. Masalah tersebut di atas menyebabkan kepala tenaga administrasi sekolah hanya focus pada pengelolaan administrasi saja dan belum mampu memberikan pelayanan terhadap guru, peserta didik, orang tua, masyarakat mencari solusi yang dihadapi dan kebutuhan memenuhi harapan stakeholder. Fokus masalah yang diteliti adalah pemberdayaan kepala tenaga administrasi sekolah pada jenjang SMP di Kabupaten Bandung. Fokus penelitian ini dirinci menjadi beberapa pertanyaan penelitian, berikut: 1) bagaimana peningkatan kompetensi pemberdayaan kepala tenaga administrasi sekolah pada jenjang SMP di Kabupaten Bandung; 2) bagaimana kepemimpinan kepala tenaga administrasi sekolah pada jenjang SMP di Kabupaten Bandung; 3) bagaimana kesejahtraan kepala tenaga administrasi sekolah pada jenjang SMP di Kabupaten Bandung. Tujuan untuk mendeskripsikan menganalisis pemberdayaan kepala tenaga administrasi sekolah pada jenjang SMP di Kabupaten Bandung serta mengembangkan model pemberdayaan kepala tenaga administrasi sekolah pada jenjang SMP di Kabupaten Bandung. Penelitian ini bersifat deskriptif yang dilakukan dengan studi kasus di kedua sekolah, yaitu: SMPN 1 Margahayu dan SMPN 1 Baleendah Kabupaten Bandung. Taknik penggalian data dilakukan dengan penagamatan, wawancara dan studi dokumentasi sekolah. Pengolahan data dilakukan melalui proses analisis data, display, dan verifikasi data. Berdasarkan pengolahan data diperoleh hasil penelitian sebagai berikut: 1) kompetensi kepala tenaga administrasi sekolah kedua sekolah terletak pada kemampuan yang memiliki sifat/karakteristik kepribadian, kepercayaan, budaya disiplin yang menumbuhkan jiwa kebersamaan, dan perilaku organisasional; 2) kepemimpinan kepala tenaga administrasi sekolah kedua sekolah terletak pada kemampuan, pengetahuan, keahlian/skill dan tuntutan-tuntutan pekerjan dengan kepribadian, dan minat-minat dalam mengarahkan pegawai untuk menyelesaikan tugas secara efektif dan efisien; 3) kesejahtraan kepala tenaga administrasi sekolah kedua sekolah terletak pada kesejahteraan hidup, melakukan tugas-tugasnya dalam pemenuhan tuntutan hidup, sehingga diharapkan tingkat kesejahteraan yang terima mendapatkan perhatian dari organisasi, dan hidup layak tanpa menggantungkan pemenuhan kebutuhannya kepada orang lain Peneliti merekomendasikan beberapa hal bagi sekolah, yaitu: pertama, dinas pendidikan dan kebudayaan perlu menyelenggarakan diklat berjenjang, berkesinambungan disesuaikan dengan jenjang karir pegawai agar organisasi dapat terus memantau kemampuan dan keterampilan pegawai; kedua, kepala sekolah hendaknya memperhatikan relevansi kebutuhan pengetahuan dan keterampilan pegawai serta kebutuhan sekolah, selama ini keterampilan kepala tenaga administrasi sekolah relatif usaha masih rendah. . Kata kunci: Pemberdayaan Kepala Tenaga Administrasi Sekolah Empowerment SMPN head of administrative affairs in Bandung regency, not out of competencies, leadership and the livelihoods that have an impact on the administration and management has an important contribution in the development and advancement of quality management. These problems will cause the head of administrative affairs only on the administrative management just feels not understood to provide high quality of services to teachers, learners, parents, the community find solutions facing and the need to meet the expectations of stakeholders. The focus of the issues examined is the empowerment of the head of administrative affairs at the junior high school in Bandung. The focus of research is broken down into several research questions, following: 1) how to increase the competence of the empowerment of the head of administrative affairs at the junior high school in Bandung; 2) how the leadership of the head of administrative affairs at the junior high school in Bandung; 3) how the leadership of the head of administrative affairs at the junior high school in Bandung. Aim to describe analyze the empowerment of the head of administrative affairs at the junior high school in Bandung regency and to develop models of empowerment of the head of administrative affairs at the junior high school in Bandung. This is a descriptive study conducted with case studies of three schools, namely: SMPN 1 Margahayu and SMPN 1 Baleendah Bandung regency. Carried by the data extracting techniques of observation, interviews and documentation study school. Data processing is done through the process of data analysis, display, and data verification. Based on the data processing obtained the following results: 1) the competence of the head of administrative affairs both schools lies in the ability that has the properties / characteristics of personality, confidence, discipline culture foster a cooperative spirit, and organizational behavior; 2) the leadership of the head of administrative affairs both schools lies in the ability, knowledge, expertise/skills and the demands of jobs with personality, and interests in directing employees to complete tasks effectively and efficiently; 3) welfare head of administrative affairs both schools located on welfare, perform their duties in compliance with the demands of life, so expect the level of prosperity that received the attention of the organization, and a decent living without depending fulfillment of their needs to others Researchers recommend a few things for the school, namely: first, department of educational and cultural needs of tiered training, adapted to the sustainable career paths of employees so that the organization can continue to monitor the abilities and skills of employees; second, the principal should pay attention to the needs of the knowledge and skills of employees to the needs of the school that the skills of the head of administrative affairs is still low.
