Abstract
The Primary purposes of this study are to identify the needs of English of tourism students in vocational secondary schools and to propose a design of English syllabus that is expected to meet the needs of English of tourism students in vocational secondary school and the goals of 2013 Curriculum. The data are obtained from 27 students of tourism department in vocational secondary school in North Maluku, their English teacher, one professional tour guide, and four employees working in tourism fields in North Maluku. Three kinds of instrumentations are used to gather the data which are multiple choices and Likert-scale questionnaire, interviews, and document analysis. The questionnaire is given to tourism students to figure out their needs of English in the form of Present Situational Analysis (PSA). Interviews to tourism students and their English teacher also involve in PSA. Meanwhile interviews to the English teacher and the people who work in tourism fields are conducted to identify the Target Situational Analysis (TSA). Document analysis is applied in order to analyse the English syllabus of 2013 Curriculum currently used by the school to see the relevancy of the students’ needs and the syllabus. Based on the purposes, this study reveals that first, the tourism students needed to learn English relating to the tourism fields; second, the design of English syllabus for tourism department should be in the form of text-based syllabus and/ or its integration to other types of syllabus in order to reach the main goal of English learning in tourism department of vocational secondary education which is to develop the students’ communicative competence in order to grasp the good attitude, knowledge and skills in the tourism fields. Accordingly, it is recommended to English teachers teaching in tourism department in vocational secondary school to transfer the proposed design of English syllabus from this study which is text-based syllabus design into English syllabus used for teaching and learning process because the proposed design of English syllabus has taken into account the needs analysis and the goals of 2013 Curriculum. Besides, it is also recommended to further researchers to conduct studies of needs analysis in other departments of vocational secondary schools since this study merely accommodates the needs analysis of tourism department.
