Abstract
Dalam proses belajar mengajar khususnya pada mata pelajaran Pendidikan Kewarganegaraan di SMPN 1 Lembang telah teridentifikasi beberapa masalah seperti: 1) mata pelajaran Pendidikan Kewarganegaraan banyak mengajarkan siswa tentang nilai-nilai, tetapi proses pembelajarannya kurang menyenangkan; 2) terkesan teoritis sehingga hanya dimensi kognitif yang tersentuh; 3) siswa kurang berani mengemukakan pendapat; 4) siswa hanya memahami konsep dari apa yang diajarkan guru saja, tidak menggali informasi dari sumber lain; 5) kurang adanya praktek pembelajaran di luar kelas. Berdasarkan hal tersebut, guru kemudian menggunakan model pembelajaran inquiry sebagai upaya untuk meningkatkan partisipasi belajar siswa. Penelitian ini untuk mengetahui dan memperoleh gambaran secara faktual dan aktual mengenai upaya peningkatan partisipasi belajar siswa dengan model inquiry. Dengan model ini, siswa harus mencari informasi ke luar sekolah sampai dengan menyimpulkan sendiri hasil pembelajarannya. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif dan kuantitatif serta metode yang digunakan adalah metode deskriptif. Pengumpulan data diperoleh melalui observasi, wawancara, skala likert, studi dokumentasi dan catatan lapangan. Hasil Penelitian menunjukan bahwa: 1) Ciri khas perencanaan pembelajaran dengan model inquiry yaitu guru harus mempersiapkan beberapa tema permasalahan yang nantinya siswa harus mencari informasi tentang tema tersebut. 2) Proses penerapan model inquiry dilakukan selama dua pertemuan dan selama itu siswa berusaha untuk mencari, mengolah dan mendapatkan informasi sampai dengan bisa menyimpulkan sendiri hasil pencariannya. 3) Peningkatan kemampuan berpartisipasi siswa dengan model inquiry dapat dikategorikan sangat baik secara individual maupun kelompok. 4) Hambatan yang dialami saat penerapan model inquiry adalah alokasi waktu yang cukup lama dan beberapa narasumber yang sulit ditemui oleh siswa. 5) Upaya yang dilakukan untuk mengatasi hambatan tersebut yaitu dengan mempersiapkan waktu satu minggu untuk siswa melakukan observasi lapangan dan memberikan beberapa rekomendasi narasumber bagi setiap kelompok yang mengalami kesulitan saat akan melakukan observasi ke lapangan. Kata Kunci: Model Inquiry, Pendidikan Kewarganegaraan, Partisipasi Belajar In the process of teaching and learning, especially on Civic Education subjects in SMPN 1 Lembang has identified several problems such as: 1) the subjects Civic Education teaches students a lot about values, but the learning process is less fun; 2) The theoretical impressed so only the cognitive dimension is touched; 3) the students lacked the courage to express opinions; 4) students only understand the concept of what is taught teachers alone, do not gather information from other sources; 5) lack of practical learning outside the classroom. Based on this, the teacher then uses inquiry learning model in an effort to increase the participation of student learning. This research is to find out and get a picture in a factual and actual participation of the efforts to increase student learning by inquiry models.With this model, students should seek out information to deduce its own school until the results of learning. The approaches used in this study are qualitative and quantitative and method used is descriptive method. The collection of data obtained through observation, interviews, likert scale, and documentation study and field notes. Results show that: 1) Planning inquiry learning model that teachers must prepare several theme issues that the students will have to find information about the theme. 2) The implementation process of inquiry model conducted during two meetings which the students are trying to find, process and information can be summed up with their own search results. 3) Increasing the capability of participating students with models of inquiry can be categorized individually or in groups very well. 4) Obstacles that faced during the implementation of the allocation inquiry model are quite long and several speakers that are difficult to find by students. 5) Efforts are made to overcome these obstacles is to prepare students one week to make a field and provide some recommendations for each group of speakers who has difficulties when will make observations in the field.
