Abstract

Pengawas sekolah menduduki peran strategis dalam upaya peningkatan mutu pendidikan karena bertugas memberikan layanan dan bantuan kepada guru dan kepala sekolah yang pada gilirannya dapat membawa efek terhadap perbaikan kualitas pembelajaran di sekolah. Namun demikian dalam kenyataannya peran dan fungsi strategis pengawas masih jauh dari ideal dan konseptualnya. Kondisi tersebut ditengarai penyebabnya adalah kontribusi dari manajemen peningkatan kinerja pengawas sekolah yang masih rendah. Oleh karena itu, peneliti tertarik untuk melakukan penelitian berkaitan dengan proses perencanaan, pelaksanaan dan evaluasi kinerja pengawas sekolah. Tujuan utama penelitian ini adalah untuk memperoleh gambaran tentang manajemen peningkatan kinerja pengawas sekolah. adapun tujuan khusus penelitian adalah untuk: (1) Menganalisis perencanaan, pelaksanaan, dan evaluasi pembinaan kinerja pengawas sekolah; (2) Mengidentifikasi faktor pendukung dan penghambat dalam manajemen peningkatan kinerja pengawas sekolah. Penelitian menggunakan pendekatan deskriptif analitis kualitatif dengan teknik pengumpulan data melalui observasi, wawancara dan studi dokumentasi. Adapun prosedur pengumpulan data yaitu meliputi tahap orientasi, tahap eksplorasi dan member check. Data diperoleh dari informan yaitu Kepala Dinas, Koodinator pengawas sekolah, Ketua Musyawarah Kerja Pengawas Sekolah, Pengawas Sekolah, Guru dan Kepala Sekolah Di Lingkungan Dinas Pendidikan Kota Makassar. Temuan penelitian adalah: (1) Perencanaan pembinaan kinerja pengawas sekolah belum sepenuhnya memenuhi aspek perencanaan yang baik, antara lain belum dijadikan acuan dalam pelaksanaan kegiatan, tidak partisipatif, dan belum bersifat komprehenshif; (2) Pelaksanaan pembinaan kinerja pengawas sekolah kurang efektif, hal ini disebabkan oleh beberapa faktor, yaitu sumberdaya yang terbatas, baik sumber daya manusia, sumber daya keuangan dan fasilitas, komitmen dinas pendidikan, serta keterlibatan stakeholder; (3) Evaluasi kinerja pengawas sekolah kurang efektif, hal ini disebabkan oleh beberapa faktor, yaitu instrumen evaluasi yang tidak sesuai dengan standar kinerja, hasil kinerja pengawas tidak teridentifikasi secara objektif dan akuntabel, usaha tindak lanjut kurang sistematis. Rekomendasi dari penelitian ini adalah: (1) Pembinaan kinerja pengawas sekolah perlu diawali dengan perencanaan untuk melakukan kajian terhadap fungsi dan kebutuhan melalui perencanaan yang rasional; (2) Pelaksanaan pembinaan kinerja pengawas hendaknya didukung oleh sumberdaya yang memadai, melibatkan stakeholders dalam suatu koordinasi yang sinergi; (3) Untuk menindaklanjuti hasil evaluasi kinerja pengawas perlu dilakukan penilaian The Management of Performance Improvement of School Supervisor, A Study of School Supervisor Development on Senior High School of Makassar Education Office. School Supervisor has a strategic role in improving the education quality since the function is to provide service and help the teachers and principals which then lead to the improvement of learning at school. However, in fact, the strategic role and function of Supervisor are still not reflecting the ideal concept. The low performance of the school Supervisor performance improvement management is believed to contribute in that particular condition. Hence, the researcher was interested to conduct a research related to the process of planning, implementation, and performance evaluation of school Supervisor. The main purpose of this research was to gain a description of the school Supervisor performance improvement management. The specific purposes of this research were: (1) to analyze the planning, implementation, and evaluation of the school Supervisor performance development; (2) to identify the supporting and resisting factors encountered by the school Supervisor performance improvement management. This research applied a qualitative descriptive analytical approach by using observation, interview, and document study as the technique of collecting data. The procedures of collecting data involved orientation phase, exploration phase, and member check. The data was gathered through the informants which were The Head of Education Department, The Coordinator of School Supervisor, The Head of School Supervisor Working Forum, School Supervisor, Teachers and Principals of Education Department of Makassar. The findings were: (1) The planning of the school Supervisor performance development does not fully meet the good planning aspects, such as not applied as a reference for activity matter, not participative, not comprehensive; (2) The implementation of school Supervisor performance development ineffective, it is caused by several factors, which are limited resources, included human resources, finance and facility resources, the commitment of education department, and also the involvement of stakeholder; (3) the evaluation of school Supervisor performance is less effective because of some factors such as the evaluation instrument which is not fit with the performance standard, the Supervisor performance result is not identified objectively and accountably, and the less systematic follow up attempts. The recommendation of this research are: (1) the development of school Supervisor performance should begin with the planning of conducting a study on function and need through a rational planning; (2) the implementation of Supervisor performance development has to be supported by an adequate resources, involving the stakeholders in a synergy coordination; (3) to follow up the outcome of Supervisor performance evaluation, a systematic and objective evaluation need to be applied.
