Abstract

Penelitian ini dilatarbelakangi oleh banyaknya permasalahan yang dihadapi oleh sekolah-sekolah penyelenggara pendidikan inklusif dalam menyelenggarakan pendidikan inklusif di kota Bukittinggi dimana kelompok permasalahan yang dihadapi oleh sekolah-sekolah tersebut di antaranya pemahaman dan implementasinya, kebijakan sekolah, proses pembelajaran dan sistem pendukung. Namun di antara sekolah-sekolah penyelenggara pendidikan inklusif di kota Bukittinggi yang mengalami kendala dalam menyelenggarakan pendidikan inklusif, terdapat satu sekolah dasar yang mampu menyelenggarakan pendidikan inklusif dengan baik yang mendapatkan penghargaan dalam penyelenggaraan pendidikan inklusif.Implementasi gagasan pendidikan inklusif adalah aktivitas pelaksanaan, penerapan dan evaluasi pendidikan yang memberikan pelayanan terhadap semua anak tanpa memandang kekurangan dan kelemahan anak agar dapat belajar bersama-sama, baik di kelas maupun di luar kelas sekolah formal maupun nonformal yang berada di tempat tinggalnya disesuaikan dengan kondisi, potensi dan kebutuhan masing-masing anak.Metode yang digunakan dalam penelitian ini adalah deskriptif dengan pendekatan kualitatif, penelitian ini berlokasi di sekolah dasar X kota Bukittinggi, dengan informan atau sumber data yaitu kepala sekolah dan guru kelas. Penelitian ini menggunakan teknik pengumpulan data dengan menggunakan alat-alat atau instrumen berupa wawancara, observasi dan studi dokumentasi dan dalam menganalisis data menggunakan teknik reduksi data, penyajian data dan menarik kesimpulan atau verifikasi.Hasil penelitian menunjukkan pelaksanaan pendidikan inklusif di sekolah dasar X kota Bukittinggi telah memahami konsep pendidikan inklusif, konsep keberagaman anak, konsep anak berkebutuhan khususserta pelayanan bagi anak berkebutuhan khusus. Sekolah dasar X kota Bukittinggi memiliki kebijakan-kebijakan yang mendukung penyelenggaraan pendidikan inklusif. Proses pembelajaran yang mendukung keberagaman anak serta sistem pendukung penyelenggaraan pendidikan inklusif yang memadai. ---------- This research is motivated by the many problems faced by schools organizing inclusive education in inclusive education in the city of Bukittinggi where the group of the problems faced by schools in between understanding and implementation, school policy, the learning process and support systems. But among schools inclusive education provider in the city of Bukittinggi is experiencing problems in implementing inclusive education, there is an elementary school that is able to organize inclusive education well that was awarded in the implementation of inclusive education.Implementation of inclusive education is the implementation of the activities, implementation and evaluation of education that provide services to all children regardless of their flaws and weaknesses so that children can learn together, both in the classroom and outside the classroom formal and informal schools that are adapted to the conditions of residence, potential and needs of each child.The method used in this research is descriptive qualitative approach, this research arelocated inX elementary school of Bukittinggi, with the informant or source of data is the principal and classroom teacher. This study uses data collection techniques by using tools or instruments such as interviews, observation and documentation study and in analyzing the data using data reduction techniques, presentation of data and draw conclusions or verification.The results showed implementing inclusive education in primary schools X Bukittinggi have understood the concept of inclusive education, the concept of diversity of children, the concept of special needs children as well as services for children with special needs. X elementary school Bukittinggi have policies that support the implementation of inclusive education. The learning process that supports diversity of children, and supporting the implementation of inclusive education system adequate.
