Abstract

Peraturan Pemerintah No. 16 Tahun 2007 tentang standar kualifikasi dan kompetensi guru mengharuskan para guru untuk melakukan proses penilaian dan evaluasi. Maka dari itu, semua guru diharuskan untuk berkemampuan mengembangkan sebuah tes yang valid dan reliabel untuk para siswa karena validitas dan realibilitas sebuah tes merupakan dua ciri yang penting untuk sebuah tes. Penelitian ini dibuat dengan tujuan menemukan a priori validity dari soal-soal tes sumatif yang dibuat oleh guru bahasa inggris di Indonesia. Metode yang digunakan pada analisis data adalah penelitian kualitatif yang menggunakan kerangka teori dari Weir tentang a priori validity (2005). Hasil dari penelitian ini menunjukan bahwa pada aspek validitas konteks, para guru memiliki masalah pada pemilihan tes format, urutan soal dan penugasan untuk kemampuan menulis. Selain itu, pada validitas yang berlandaskan teori, para guru memiliki masalah pada tes menulis karena format tes ini adalah pilihan ganda. .---------- The Ministerial Regulation Number 16 of the year 2007 on academic qualification standards and teacher competencies requires teachers to conduct an assessment and evaluation process. Therefore all teachers are supposed to be able to develop valid and reliable test for the students as validity and reliability are two important characteristics of a test. The study was designed to aim at finding out a priori validity of summative test items developed by EFL teachers in Indonesia. The method used in the data analysis is qualitative research by using Weir’s framework of a priori validity (2005). The result showed that in context validity the teachers have a problem with order of items in the task setting aspect and in task demands of writing skill. Moreover, in theory based validity the teachers have a problem in testing writing since the test format is multiple choice question. Keywords: a priori validity, test validity, summative test.
