    Abstract

    Penelitian ini dilatarbelakangi oleh pentingnya peningkatan budaya literasi di lingkungan sekolah dasar sebagai salah satu upaya mendukung mutu Pendidikan. Penelitian ini bertujuan untuk mengevaluasi implementasi program GLS pada sekolah dasar di Kabupaten Garut dengan menggunakan model evaluasi CIPP. Penelitian dilakukan di empat sekolah dasar di Kabupaten Garut dan menggunakan pendekatan kualitatif dengan desain evaluasi program. Pengumpulan data dikumpulkan melalui observasi, wawancara, dan dokumentasi. Data dianalisis menggunakan model analisis interaktif Miles dan Huberman. Hasil penelitian menunjukkan bahwa program GLS di empat sekolah telah berjalan baik dan berdampak positif bagi siswa, guru, dan sekolah. Secara konteks, program sejalan dengan visi misi dan kebijakan nasional, serta telah masuk dalam RKS/RKAS. Dari aspek input, sekolah memiliki SDM, sarana, dan dukungan yang cukup, meskipun masih perlu pelatihan literasi dan pengadaan buku nonteks, terutama di sekolah negeri. Proses pelaksanaan berjalan terjadwal, melibatkan seluruh warga sekolah, dan didokumentasikan dengan baik. Dari sisi produk, karya siswa terdokumentasi dalam bentuk buku, portofolio, mading, pojok baca, serta adanya penghargaan dan rencana keberlanjutan program. Maka dapat disimpulkan bahwa program GLS telah selaras dengan unsur-unsur konteks (Context), didukung sarana, SDM, dan kemitraan yang cukup (Input), serta dilaksanakan secara rutin dan terdokumentasi dengan baik (Process).Hasilnya tercermin dari karya siswa, portofolio, dan penghargaan yang mendorong motivasi, dengan komitmen keberlanjutan dari tiap sekolah (Product). Keberhasilan implementasi Program GLS di keempat sekolah ini tidak hanya bergantung pada upaya internal, tetapi juga didorong oleh kontribusi signifikan dari pihak eksternal yang berperan dalam mendukung pelaksanaan dan pengembangan program literasi. This research is motivated by the importance of enhancing literacy culture in elementary school environments as one of the efforts to support the quality of education. The study aims to evaluate the implementation of the GLS programme in elementary schools in Garut Regency using the CIPP evaluation model. The research was conducted in four elementary schools in Garut Regency and employed a qualitative approach with a programme evaluation design. Data was collected through observation, interviews, and documentation. Data was analysed using the interactive analysis model of Miles and Huberman. The results of the study indicate that the GLS programme in the four schools has been implemented well and has had a positive impact on students, teachers, and schools. Contextually, the programme aligns with the national vision, mission, and policies, and has been included in the RKS/RKAS. From the aspect of input, schools have sufficient human resources, facilities, and support, although there is still a need for literacy training and the procurement of non-textbooks, especially in public schools. The implementation process is scheduled, involves all school members, and is well documented. In terms of outcomes, student works are documented in the form of books, portfolios, bulletin boards, reading corners, as well as the presence of awards and plans for program sustainability. It can be concluded that the GLS program has aligned with the context elements, supported by sufficient facilities, human resources, and partnerships, and is routinely implemented and well documented. The results are reflected in student works, portfolios, and awards that encourage motivation, with a commitment to sustainability from each school. The successful implementation of the GLS program in these four schools relies not only on internal efforts, but is also driven by significant contributions from the local community.
