    Abstract

    Penelitian ini bertujuan untuk menganalisis kualitas kompetensi Guru Pendidikan Agama Islam (PAI) pada jenjang pendidikan dasar di Kabupaten Sumedang, serta menelaah upaya penguatan kompetensinya, baik secara mandiri maupun kelembagaan, ditinjau dari status kepegawaian guru, yaitu Non ASN, PPPK, dan PNS untuk kemudian dilihat pengaruhnya terhadap kompetensi Guru PAI sendiri. Penelitian yang dilatarbelakangi oleh masih adanya permasalahan pada kemampuan kompetensi guru dalam beradaptasi dengan perkembangan zaman ini menggunakan pendekatan metode campuran (mixed methods) dengan desain sequential exploratory. Data kualitatif dikumpulkan melalui wawancara mendalam dan dianalisis menggunakan NVivo, sedangkan data kuantitatif dianalisis dengan regresi linear sederhana terhadap 78 responden Guru PAI. Hasil penelitian menunjukkan bahwa dari kelima kompetensi yang harus dimiliki oleh Guru PAI, yakni kompetensi pedagogik, kepribadian, sosial, profesional, maupun profetik masih terdapat berbagai aspek yang harus ditingkatkan kualitasnya. Dari sisi upaya baik secara mandiri ataupun kelembagaan yang diikuti secara bervariasi, masih terdapat hal-hal yang harus diperbaiki, baik dari internal guru tersebut, ataupun dari program kelembagaan, seperti kurangnya tindak lanjut, metode penyampaian yang belum optimal, serta materi yang kurang relevan dengan kebutuhan Guru PAI. Analisis regresi menunjukkan bahwa upaya penguatan kompetensi, baik secara mandiri maupun kelembagaan, memiliki pengaruh positif dan signifikan terhadap kualitas kompetensi Guru PAI di lingkungan Dinas Pendidikan Kabupaten Sumedang. Simpulan dari penelitian ini adalah bahwa penguatan kompetensi Guru PAI memerlukan strategi yang berbeda berdasarkan status kepegawaian, dengan kombinasi antara inisiatif mandiri dan dukungan kelembagaan yang relevan. Penelitian ini kemudian memberikan implikasi hasil yang berkontribusi secara teoritis dan praktis terhadap perumusan kebijakan pembinaan guru yang lebih responsif, inklusif, dan berkelanjutan. This research aims to analyze the quality of Islamic Religious Education (PAI) teachers’ competencies at the primary education level in Sumedang Regency, as well as to examine efforts to strengthen these competencies, both independently and institutionally, in relation to teachers' employment status—namely Non-Civil Servants (Non-ASN), Government Employees with Work Agreements (PPPK), and Civil Servants (PNS)—and their influence on PAI teachers' competence. Motivated by persistent challenges in teachers' ability to adapt to contemporary developments, this research employs a mixed methods approach with a sequential exploratory design. Qualitative data were collected through in-depth interviews and analyzed using NVivo, while quantitative data were analyzed using simple linear regression involving 78 PAI teacher respondents. The findings reveal that, among the five essential competencies required of PAI teachers—pedagogical, personal, social, professional, and prophetic—there remain several aspects in need of improvement. In terms of both independent and institutional efforts, which vary in form, several areas still require enhancement, whether from the teachers themselves or the institutional programs, such as a lack of follow-up, suboptimal delivery methods, and insufficiently relevant content for PAI teachers’ actual needs. The regression analysis indicates that efforts to strengthen teacher competencies, both independently and institutionally, have a positive and significant influence on the overall quality of PAI teacher competence within the Sumedang District Education Office. The study concludes that strengthening PAI teacher competencies requires differentiated strategies based on employment status, combining self-initiative with relevant institutional support. This research contributes both theoretically and practically to the formulation of more responsive, inclusive, and sustainable teacher development policies.
