Abstract

Penelitian ini bertujuan untuk mengevaluasi efektivitas implementasi kebijakan manajemen inovasi pembelajaran unggulan di madrasah. Kebijakan ini dirancang untuk meningkatkan mutu pembelajaran melalui program kelas unggulan, yang berfokus pada pengembangan akademik dan non-akademik siswa. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan teknik pengumpulan data berupa observasi, wawancara, dan kuesioner. Hasil penelitian menunjukkan bahwa kebijakan ini berdampak positif terhadap peningkatan prestasi siswa, keterlibatan guru, dan efektivitas manajemen pembelajaran di madrasah. Namun, tantangan tetap ada dalam konsistensi penerapan kebijakan antara kelas unggulan dan reguler, serta perbedaan persepsi di kalangan guru mengenai implementasi program ini. Sebagai hasil dari penelitian ini, peneliti berhasil mengembangkan sebuah model inovasi pembelajaran baru, yaitu model SIGEJAR (Siswa Gemar Belajar) dengan menggunakan strategi PENA ILMU ACEH, yang merupakan strategi baru dalam mengelola proses pembelajaran unggulan. Strategi PENA ILMU ACEH difokuskan pada integrasi nilai-nilai kearifan lokal dalam Pendidikan yang dapat memudahkan siswa dalam hafalan Alquran juz 30, sehingga model SIGEJAR dapat menawarkan pendekatan baru untuk memaksimalkan potensi belajar siswa melalui metode evaluasi yang terstruktur yang dapat menarik minat belajar siswa. Kedua model ini merupakan temuan baru (novelty) dari penelitian ini dan belum diujicobakan secara luas, namun diharapkan dapat memberikan kontribusi signifikan dalam manajemen pembelajaran di masa mendatang. This study aims to evaluate the effectiveness of the implementation of the innovative learning management policy in madrasahs. The policy is designed to enhance the quality of education through an elite class program, which focuses on both academic and non-academic student development. The research method employed is a qualitative approach with data collection techniques including observation, interviews, and questionnaires. The findings indicate that the policy has a positive impact on student achievement, teacher involvement, and the effectiveness of learning management in the madrasah. However, challenges remain in ensuring consistency in the implementation of the policy between elite and regular classes, as well as differing perceptions among teachers regarding the execution of this program. As a result of this research, the researcher developed a new learning innovation model, namely the SIGEJAR (Students Enthusiastic to Learn) model, using the PENA ILMU ACEH strategy, which is a novel approach to managing elite class learning processes. The PENA ILMU ACEH strategy focuses on integrating local wisdom values into education, which can facilitate students in memorizing the 30th Juz of the Qur'an. Therefore, the SIGEJAR model offers a new approach to maximizing students' learning potential through a structured evaluation method that can engage students' interest in learning. Both models are novel findings from this research and have not been widely tested, but are expected to contribute significantly to future learning management practices.
