Abstract
Peningkatan insiden tawuran pelajar di Indonesia telah menjadi perhatian serius bagi dunia pendidikan, khususnya dalam upaya menciptakan lingkungan belajar yang aman dan kondusif. Penelitian ini bertujuan untuk menganalisis kebijakan sekolah di SMP Negeri 116 Jakarta dalam mengurangi tawuran pelajar, mengevaluasi efektivitas kebijakan tersebut, serta mengidentifikasi faktor-faktor pendukung dan penghambat dalam implementasinya. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Teknik pengumpulan data dalam penelitian ini adalah observasi, wawancara, dan studi dokumentasi. Lokasi penelitian dilakukan di SMP Negeri 116 Jakarta dengan subjek penelitian meliputi wakil kepala sekolah bidang kesiswaan, wakil kepala sekolah bidang kurikulum, guru bimbingan konseling, wali kelas, penjaga keamanan sekolah, dan peserta didik. Hasil penelitian menunjukkan bahwa kebijakan yang diterapkan di SMP Negeri 116 Jakarta, seperti tata tertib sekolah, program pembiasaan, kegiatan ekstrakurikuler, dan layanan bimbingan konseling, secara signifikan berkontribusi dalam mengurangi angka tawuran pelajar hingga nol kasus sejak tahun 2023. Namun, efektivitas kebijakan ini belum sepenuhnya optimal, terutama karena keterbatasan pengawasan di luar lingkungan sekolah dan kurangnya keterlibatan alumni dalam mendukung upaya pencegahan tawuran. Faktor pendukung yang teridentifikasi mencakup kerja sama yang solid antara pihak sekolah, orang tua, masyarakat, dan pihak berwajib, serta dukungan dari regulasi pemerintah, seperti Peraturan Gubernur DKI Jakarta No. 86 Tahun 2019. Sementara itu, faktor penghambat meliputi pengawasan sekolah yang kurang ketat dan keterbatasan wewenang sekolah terhadap alumni yang kerap menjadi pemrakarsa tawuran. Meskipun kebijakan sekolah di SMP Negeri 116 Jakarta telah berhasil mengurangi tawuran pelajar secara signifikan, masih diperlukan perbaikan dalam aspek pengawasan dan keterlibatan pemangku kepentingan untuk mencapai efektivitas yang lebih optimal. Penelitian ini merekomendasikan peningkatan pelatihan bagi guru dan staf sekolah, pengadaan perangkat pengawasan tambahan, serta strategi untuk meningkatkan keterlibatan alumni dan masyarakat dalam upaya preventif. Kata kunci: kebijakan sekolah, tawuran pelajar, peserta didik, efektivitas kebijakan, studi kasus The increase in student brawls in Indonesia has become a serious concern for the education sector, particularly in efforts to create a safe and conducive learning environment. This study aims to analyze the school policies at Public Junior High School (SMP Negeri) 116 Jakarta in reducing student brawls, evaluate the effectiveness of these policies, and identify the supporting and hindering factors in their implementation. This research employs a qualitative approach with a case study method. Data collection techniques used in this study include observation, interviews, and document analysis. The research was conducted at SMP Negeri 116 Jakarta, with subjects including the vice principals of student affairs and curriculum, guidance and counseling teachers, homeroom teachers, school security guards, and students. The results of the study indicate that the policies implemented at SMP Negeri 116 Jakarta, such as school regulations, habituation programs, extracurricular activities, and guidance and counseling services, have significantly contributed to reducing the number of student brawls to zero since 2023. However, the effectiveness of these policies has not been fully optimized, particularly due to limited supervision outside the school environment and the lack of alumni involvement in supporting brawl prevention efforts. Identified supporting factors include solid cooperation between the school, parents, community, and law enforcement, as well as support from government regulations, such as Jakarta Governor Regulation No. 86 of 2019. On the other hand, hindering factors include insufficient school supervision and the limited authority of the school over alumni who often instigate brawls. In conclusion, while the school policies at SMP Negeri 116 Jakarta have significantly reduced student brawls, improvements in supervision and stakeholder involvement are still needed to achieve optimal effectiveness. This study recommends enhancing training for teachers and school staff, providing additional surveillance equipment, and developing strategies to increase alumni and community involvement in preventive efforts.
