    Abstract

    Penelitian ini diawali oleh terkesannya peneliti terhadap realitas karakter siswa Sekolah Dasar Laboratorium University of Northern Philippines. Realitas pendidikan karakter yang diintegraiskan dengan budaya menjadikan peneliti memutuskan untuk menggunakan metode penelitian etnografi. Nilai-nilai budaya dan karakter Masyarakat Kota Vigan yang merupakan lokasi Sekolah Dasar Laboratorium University of Northern Philippines yang baik, ramah, saling menghormati dan menghargai satu sama lain, pekerja keras, menjunjung tinggi hukum, dan menjunjung tinggi nilai-nilai budaya menjadikan Kota Vigan sebagai kota dengan tangkat kriminalitas rendah. Selain pendidikan karakter yang dikaitkan dengan nilai-nilai budaya masyarakat setempat, terdapat kebijakan pendidikan karakter dari kurikulum pendidikan di Filipina yang memfasilitasi pendidikan karakter pada siswa, sehingga sekolah dapat membuat program-program yang sesuai dengan karakteristik di daerahnya. Melalui program-program tersebut sekolah, guru, dan orang tua siswa meingmplementasikan program-program tersebut dengan komitmen yang tinggi sehingga pelaksanaan pendidikan karakter
    pada siswa Sekolah Dasar Laboratorium University of Northern Philippines dapat berjalan dengan efektif. Pendidikan karakter yang mengintegrasikan dengan nilai- nilai budaya dan karakter masyarakat menjadi novelty pertama pada penelitian ini, selanjutnya program-porgram dan metode pelaksanaan pendidikan karakter di sekolah tersebut menjadi novelty kedua pada penelitian ini.

    This research began with the researcher's impression of the reality of the character of the University of Northern Philippines Laboratory Elementary School students. The reality of character education being integrated with culture made the researcher decide to use ethnographic research methods. The cultural values and character of the people of Vigan City, which is the location of the University of Northern Philippines Laboratory Elementary School, are good, friendly, respectful and appreciative of each other, hardworking, upholding the law, and upholding cultural
    values make Vigan City a a city with a low crime rate. Apart from character education which is linked to the cultural values of the local community, there is a character education policy from the education curriculum in the Philippines which facilitates character education for students, so that schools can create programs that
    suit the characteristics of their region. Through these programs, schools, teachers and parents implement these programs with high commitment so that the implementation of character education for students at the University of Northern Philippines Laboratory Elementary School can run effectively. Character education that integrates cultural values and community character is the first novelty in this research, then the programs and methods for implementing character education in schools are the second novelty in this research.
