Abstract
Dual System of Education (PSG) in vocational high schools is a form of education that combines professional expertise in a systematic and synchronized between educational programs in schools and programs mastery skills gained through hands-on activities in the world of work, targeted to achieve a certain level of professional expertise. Pedidikan applied to vocational education model is a dual system in order to form a quality vocational school graduates and relevant to the needs of the working world. The main differences from the model of dual system of education from the previous model is the active involvement of the business / industrial world as a partner institution in the education process. This study intends to evaluate the implementation of the dual system of education at SMK Negeri 1 Metro by analyzing a number of aspects in the educational process as well as various supporting factors and obstacles in the implementation (PSG). This study attempted to systematically collect information on implementation of PSG will be used as a material consideration of the value and meaning of the PSG. This evaluation is not intended merely to assess the success / failure achieving goals, but rather are intended to identify processes that are not in accordance with the standards set. From the information the results of these evaluations, then used to improve the process of implementation of the PSG. The research method used is the method of evaluation research with a qualitative approach with case study method. Data were collected by interviews, observation and documentation study. From the results obtained several problems in the implementation of PSG at SMK Negeri 1 Metro, namely: 1) does not involve the business / industrial world in setting standards of qualification prospective students, 2) do not involve the business / industry in developing curriculum, 3) does not involve institutional partners in the learning process at school, 4) the absence of minimum standards of competence of students who will follow prakerin, 5) the process of guidance by a tutor who is still normative, 6) achievement of specified competencies profile done by the students was minimal when prakerin, 7) implementation of the competency exam has not been the ideal setting, 8) the implementation of industry visits are not well targeted, 9) students' academic competence is quite good, this is indicated in the implementation of competency exams. But in the implementation of competency exams have not been setting the place on the ideal setting. 10) The role of the school board / school committee is still focused on the role as a supporter of education funding. In addition, the school has not had a minimal implementation of the standard PSG activities that will be potentially the formation of graduates who are not well standardized. The pattern of the implementation of vocational education which was held without the involvement of partner institutions are potentially produce quality graduates, but competence is not relevant to the needs of the working world.
