Abstract

Perencanaan strategis pengembangan madrasah merupakan konsekuensi yang tak dapat dihindarkan dari manajemen berbasis madrasah. Tujuan yang hendak dicapai ialah menjamin keefektifan mutu seiring perubahan lingkungan strategis madrasah melalui peningkatan kinerja secara berkesinambungan. Dengan demikian tujuan penelitian ini adalah untuk mengetahui bagaimana pemetaan dan perencanaan dalam pengembangan mutu madrasah unggul, serta mengidentifikasi faktor penghambat dan pendukungnya. Metode penelitian yang digunakan kualitatif, desain studi kasus di MTs Negeri 1 Purwakarta berbasis pondok pesantren, teknik pengumpulan data melalui wawancara, pengamatan dan studi dokumen. Hasil penelitian menunjukkan bahwa; Pertama; pemetaan mutu dilaksanakan melalui evaluasi diri madrasah, dengan tahapan; pengisian instrumen; pengumpulan data dari bukti fisik dan informasi lain sebagai data penunjang evaluasi diri madrasah, pengolahan dan analisis data dilaksanakan oleh tim pengembang madrasah dan disampaikan kepada pengawas; penyusunan dokumen hasil capaian mutu. Kedua; Perencanaan strategis dilakukan dengan tahapan; penentuan kondisi saat ini mengacu pada hasil pemetaan sebagai dasar rumusan penentuan kondisi yang diharapkan dengan merumuskan visi, misi, tujuan dan strategi madrasah; penyusunan program dan anggarannya sebagai rencana pengembangan madrasah. Ketiga; Faktor penghambat utama yaitu; adanya aspek yang belum terukur kinerjanya, pengelolaan data dan penggunaan SWOT belum maksimal dalam membantu merumuskan program. Faktor pendukung utama adalah dukungan pimpinan dalam melaksanakan pemetaan dan perencanaan stratejik. Rekomendasi; penggunaan strategi umum agresif, penambahan decision support system dalam pemetaan dan perencanaan stratejik pengembangan mutu madrasah dan pengembangan model instrumen pemetaan komprehensif disesuaikan karakteristik madrasah.; Strategic planning for madrasah development is an unavoidable consequence of madrasa-based management. The aim to be achieved is to guarantee the effectiveness of quality along with the change in the strategic environment of the madrasah through continuous improvement in performance. Thus the purpose of this study is to find out how mapping and planning in the development of quality excellent madrasah, as well as identifying inhibiting factors and their supporters. The research method used is qualitative, the case study design at MTs Negeri 1 Purwakarta is based on Islamic boarding schools, data collection techniques through interview, observation and document study. The results of the study indicate that; First; quality mapping is carried out through madrasah self-evaluation, with stages; charging instruments; collecting data from physical evidence and other information as supporting data for madrasah self-evaluation, processing and analyzing data carried out by the madrasah development team and submitted to the supervisor; preparation of quality achievement documents. Second; Strategic planning is carried out with stages; the determination of the current condition refers to the results of the mapping as the basis for formulating the expected conditions by formulating the madrasah vision, mission, objectives and strategies; program and budget arrangement as a plan for developing madrasah. Third; The main inhibiting factors are; the existence of aspects that have not been measured in performance, data management and use of SWOT have not been maximized in helping formulate the program. The main supporting factor is leadership support in carrying out mapping and strategic planning. Recommendation; the use of aggressive general strategies, the addition of a decision support system in mapping and strategic planning of madrasah quality development and the development of a comprehensive mapping instrument model adapted to the characteristics of the madrasah.
