Abstract

ANALISIS KURIKULUM PENDIDIKAN PANCASILA DAN KEWARGANEGARAAN DALAM MENGEMBANGKAN KOMPETENSI WARGA NEGARA ABAD 21 DI SEKOLAH MENENGAH ATAS KABUPATEN BANDUNG Eka Jayadiputra 1502528 ABSTRAK Dalam menjawab tantangan abad 21, manusia Indonesia harus memiliki kompetensi abad 21 untuk bisa bersaing dengan negara lain. Untuk neingkatkan sumber daya manusia tersebut salah satunya melalui jalur penidikan, dan kualitas pendidikan suatu Negara akan ditentukan juga oleh kurikulum yang dipakai sebagai acuan. Kurikulum yang ada di Indonesia saat ini belum bisa optimal mengembangkan kompetensi abad 21, khususnya pada mata pelajaran Pendidikan Pancasila dan Kewarganegaraan. Oleh karena itu, penelitian ini bertujuan menemukan formulasi yang tepat terkait dengan kurikulum Pendidikan Pancasila dan kewarganegaraan dalam mengembangkan kompetensi warga negara abad 21. Metode yang digunakan dalam penelitian ini menggunakan pendekatan campuran kualitatif dan kuantitatif. Pendekatan kualitatif dilakukan pada tahap identifikasi dan analisis kurikulum PPKn 2013 hasil revisi dengan indikator kompetensi abad 21, analisis pelaksanaan kurikulum PPKn 2013 dan perancangan desain kurikulum PPKn abad 21. Berikutnya pendekatan kuantitatif, yakni dengan melakukan uji coba kurikulum PPKn yang di dadalamnya bermuatan kompetensi abad 21 dengan melakukan proses uji coba dan diskusi dengan para pakar di bidang kurikulum PPKn. Teknik pengumpulan data dilakukan dengan angket, observasi, studi dokumentasi dan studi literature. Populasi dalam penelitian ini adalah siswa SMA di Kabupaten Bandung dari 3 sekolah dengan sampel sebanyak 180 orang yang terbagi ke dalam 90 siswa kelas kontrol dan 90 siswa kelas eksperimen. Hasil penelitian menunjukkan bahwa dalam dokumen kurikulum PPKn 2013 sudah mengakomodir kompetensi warga Negara abad 21 namun pada pelaksanaannya masih belum optimal mengembangkan keterampilan abad 21. Desain kurikulum abad 21 dirancang untuk menyempurnakan kurikulum 2013 dalam hal standar proses atau pelaksanaan kurikulum PPKn 2013. Hasil gambaran awal kompestensi peserta didik warga negara abad 21 menggunakan kurikulum 2013 sebesar 52.63, setelah dilakukan perlakuan terhadap kelas eksperimen dengan menggunakan kurikulum abad 21 kompetensi warga Negara abad 21 pada peserta didik sebesar 83.8.. ANALYSIS OF PANCASILA EDUCATION AND CITIZENSHIP CURRICULUM IN DEVELOPING THE COMPETENCES OF 21ST CENTURY CITIZENS IN THE HIGH SCHOOL OF BANDUNG DISTRICT Eka Jayadiputra 1502528 ABSTRACT In responding to the challenges of the 21st century, Indonesian people must have 21st century competencies to be able to compete with other countries. One of the ways to improve human resources is through education, and the quality of a country’s education will also be determined by the curriculum used as a reference. The current curriculum in Indonesia has not been able to optimally develop 21st century competencies, especially in the subject of Pancasila and Citizenship Education. Therefore, this study aims to find the right formulation related to the Pancasila and Citizenship Education curriculum in developing 21st century citizenship competences. The method used in this study uses a mixed qualitative and quantitative approach. The qualitative approach was carried out at the identification and analysis stage of the revised 2013 Civics Education Curriculum with 21st century competency indicator, analysis of the implementation of the 2013 civics education curriculum and the design of the 21st Century civics curriculum design. Next was the quantitative approach, namely by testing the civics education curriculum wich contained 21st century competencies. By conducting a trial process and discussion with expert in the field of civics curriculum. Data collection techniques were carried out by questionnaires, observations, documentation studies and literature studies. The population in this study were high school students in Bandung Regency from 3 schools with a sample of 180 people devided into 90 control class students and 90 experimental class students. The results show that the 2013 Civics Education Curriculum document has accommodated the competences of 21st century curriculum design is designed to improve the 2013 curriculum in terms of standard processes or implementation of the 2013 civics education curriculum document has accommodated the competences of 21st century citizens but in practice it is still not optimal in developing 21st century skills. The 21stcentury curriculum design is designed to improve the 2013 curriculum in terms of standard processes or implementation of the 2013 civics education curriculum. 21st century citizen students using the 2013 curriculum amounted to 52.63, after the treatment of the experimental class using the 21st century curriculum the 21st century citizenship competences of the students was 83.8.
