Abstract

Mutu pendidikan merupakan salah satu pilar dalam menghasilkan sumber daya manusia yang baik. Salah satu fihak yang bertanggungjawab dalam peningkatkan mutu pendidikan di sekolah ialah kepala sekolah. Oleh karena itu fokus masalah tesis ini telah diarahkan kepada studi tentang peranan kepala sekolah dalam meningkatkan mutu pendidikan di sekolah melalui MPMBS, yaitu diantaranya : (a) Bagaimana persepsi dan pemahaman kepala sekolah tentang MPMBS?, (b) Bagaimana visi kepala sekolah dalam implementasi MPMBS?, (c) Peran-peran apa yang dilakukan kepala sekolah dalam implementasi MPMBS?, (d) Upaya-upaya apa yang dilakukan kepala sekolah dalam implementasi MPMBS?, dan (e) Kekuatan, kelemahan, peluang dan tantangan apa yang dihadapi kepala sekolah dalam implementasi MPMBS? Metode yang digunakan dalam penelitian ini ialah studi kasus melalui pendekatan kualitatif. Hal ini dilakukan dengan pertimbangan bahwa pendekatan ini sesuai dengan fokus masalah yang mengharuskan peneliti untuk melakukan berbagai aktivitas eksplorasi untuk memahami dan menjelaskan berbagai permasalahan yang di angkat dalam tesis ini secara mendalam. Pengumpulan data dilakukan melalui berbagai tekhnik dalam pendekatan kualitatif diantaranya: observasi, wawancara, dokumentasi dan studi kepustakaan. Hasil penelitian menunjukkan bahwa ternyata kepala sekolah teiah memahami konsep MPMBS dengan baik, hal ini ditunjukkan dengan kinerjanya yang telah mengarah kepada hal-hal yang dituntut dalam penerapan konsep ini. Kepala sekolah juga telah mengembangkan sebuah visi sekolah yang realistis dan rasional untuk lembaganya. Kemudian peran-peran yang telah dilakukan oleh kepala sekolah dalam implementasi MPMBS diantaranya sebagai : (a) Pendidik, (b) Manajer, (c) Administrator, (d) Penyelia, (e) Pemimpin, (f) Inovator dan (g) Motivator. Sedangkan upaya-upaya yang telah dilakukan, diantaranya : (a) Peningkatan profesionalisme dan kompetensi guru, (b) Pengaktifan MGMP lokal , (c) Penyediaan sarana dan prasarana pendidikan, (d) Meningkatkan kesejahteraan guru, (e) Mengadakan program bimbingan dan pengayaan, dan (f) Menjalin kerjasama kemitraan dengan dewan sekolah serta dunia usaha. Penelitian juga menunjukkan bahwa kepala sekolah telah berupaya untuk mengetahui berbagai faktor internal dan eksternal yang berpengaruh terhadap program-program sekolah yaitu dengan melakukan analisis terhadap berbagai kekuatan, kelemahan, peluang dan ancaman yang dihadapi oleh sekolah. Berdasarkan hasil penelitian, maka dapat direkomendasikan bahwa dalam implementasi MPMBS dituntut seorang sosok kepala sekolah yang mempunyai kemampuan, kemauan dan komrtmen yang tinggi dalam peningkatan mutu pendidikan di sekolah. Di samping itu juga periu adanya sebuah upaya penyadaran kepada seluruh warga sekolah, termasuk para orangtua siswa dan masyarakat, bahwa keberhasilan pendidikan di sekolah adalah sebuah tanggungjawab kolektif, sehingga mereka juga harus memberikan ----- The quality of education represents one of the pillars in yielding good human resource. One of the parties that are responsible in quality of education improvement in school is principal. Hence the problem focus in this thesis has been instructed to study about principal role in improving quality of education in school through the school based quality improvement management, such as: (a) How is principal's perception and understanding about school based quality improvement management?, (b) How is principal's vision in the implementation of school based quality improvement management?, (c) What roles conduct by principal in the implementation of school based quality improvement management?, (d) What efforts conduct by principal in the implementation of school based quality improvement management?, and (e) What strength, weakness, challenge and opportunity faced by principal in the implementation of school based quality improvement management? The method, which is used in this research, is case study through qualitative approach. This matter is conducted with consideration that this approach is appropriate with problem focus that claimed researcher to conduct various exploration activities to comprehend and explain various problems which are lifted in this thesis deeply. Collecting data conducted through various techniques in qualitative approach such as: observation, interview, documentation and bibliography study Research indicated that in the reality principal has comprehended the concept of school based quality improvement management well. This matter shown with his performance that has been appropriate with things claimed in applying this conception. Principal has also developed a rational and realistic school's vision for his institute. Then, the roles that have conducted by principal in the implementation of school based quality improvement management, such as: (a) Educator, (b) Manager, (c) Administrator, (d) Supervisor, (e) Leader, (f) Motivator and (g) Innovator. While the efforts that have conducted, such as: (a) Improving professionalism and competence of teacher, (b) Encouragement of local MGMP, (c) Providing education facilities, (d) Improving the prosperity of teacher, (e) Performing a tuition and enrichment program, and (f) Work out a closer cooperative partner with school board and corporate environment. Research also indicated that principal has tried to know internal and external factors having an effect on school's program by analyzing strengths, weaknesses, opportunities and threats faced by school. Based on the result of research, it can be recommended that the implementation of school based quality improvement management claimed by a principal who has high ability, commitment and willingness in improving quality of education in school. Besides, it is necessary to make an effort to remind entire school citizen, including all parents and society, that the successfulness of education in school is a collective responsible. So they have to give real contribution to various programs conducted by school
