    Abstract

    Penelitian ini bertujuan untuk mengetahui bagaimana : 1) gambaran kuat lemahnya budaya organisasi, tinggi rendahnya komitmen organisasi dan efektivitas penerapan sistem akuntabilitas kinerja instansi pemerintah (SAKIP), 2) pengaruh budaya organisasi terhadap efektivitas sistem akuntabilitas kinerja instansi pemerintah (SAKIP), 3) pengaruh komitmen organisasi terhadap efektivitas sistem akuntabilitas kinerja instansi pemerintah (SAKIP). Teknik pengujian validitas dan reliabilitas menggunakan evaluasi model pengukuran atau outer model. Teknik pengumpulan data menggunakan kuesioner kepada 85 responden dan studi literatur. Teknik analisis data menggunakan struktural equation modelling (SEM) dengan pendekatan PLS. Uji hipotesis menggunakan uji parsial (uji statistik t) dan uji simultan (uji statistik F). Hasil penelitian menunjukkan 1) Budaya organisasi yang dilakukan di PPPPTK termasuk dalam kategori kuat, komitmen organisasi yang dilakukan di PPPPTK termasuk dalam kategori tinggi, dan sistem akuntabilitas kinerja instansi pemerintah (SAKIP) yang dilakukan di PPPPTK termasuk dalam kategori cukup efektif, 2) Budaya organisasi berpengaruh positif dan signifkan terhadap efektivitas sistem akuntabilitas kinerja instansi pemerintah (SAKIP), 3) Komitmen organisasi berpengaruh positif dan signifkan terhadap efektivitas sistem akuntabilitas kinerja instansi pemerintah (SAKIP), 4) Secara simultan budaya organisasi dan komitmen organisasi berpengaruh positif dan signifikan terhadap kinerja karyawan.

    INFLUENCE OF ORGANIZATIONAL CULTURE AND ORGANIZATIONAL COMMITMENT ON EFFECTIVENESS PERFORMANCE ACCOUNTABILITY SYSTEMS OF GOVERNMENT INSTITUTIONS (STUDY AT PPPPTK KEMENDIKBUD REGION JAWA BARAT PROVINCE AND DKI JAKARTA PROVINCE)

    This study aims to determine how: 1) the description of strength and weakness of organizational culture, high and low organizational commitment and the implementation effectiveness performance accountability systems of government institutions (SAKIP), 2) the influence of of organizational culture on effectiveness performance accountability systems of government institutions (SAKIP), , 3) the influence of organizational culture and organizational commitment on effectiveness performance accountability systems of government institutions (SAKIP). The data collection technique used a questionnaire to 85 respondents and literature study. The instrument testing technique uses validity and reliability tests using measurement outer model. The data analysis technique uses struktural equation modelling (SEM) with Partial Least Square (PLS). Hypothesis testing used partial test (t statistical test) and simultaneous test (F statistical test). The results showed 1) Organizational culture in PPPPTK Kemdikbud region Jawa Barat Province and DKI Jakarta Province is included in the category of already strength and high, organizational commitment carried out at PPPPTK Kemdikbud region Jawa Barat Province and DKI Jakarta Province is included in the category that is quite effective, and the performance accountability systems of government institutions (SAKIP) who are carried out at PPPPTK Kemdikbud region Jawa Barat Province and DKI Jakarta Province, 2) Organizational Culture has a positive and significant effect on performance accountability systems of government institutions (SAKIP), 3) Organizational Commitment has a positive and significant effect on performance accountability systems of government institutions (SAKIP), 3) Together organizational culture and organizational commitment have a positive and significant effect on performance accountability systems of government institutions (SAKIP).
