Abstract
Air merupakan faktor terpenting dalam kehidupan baik untuk kebutuhan hidup manusia maupun kebutuhan hidup tanaman. Untuk memenuhi kebutuhan tersebut perlu adanya persediaan air yang memadai, tetap serta tepat pemberiannya pada saat yang ditentukan. Oleh karena itu, perlu diadakan suatu pengaturan dan pemanfaatan air yang sebaik-baiknya. Sektor pertanian merupakan pengguna air terbesar diantara sektor-sektor lainnya. Lebih dari 80% pemanfataan air di Indonesia digunakan untuk mendukung budi daya usaha tani. Oleh karena itu, irigasi sebagai salah satu komponen pendukung keberhasilan pembangunan pertanian mempunyai peran yang sangat penting sehingga dapat dikatakan bahwa peran sektor pertanian sangat strategis dalam perekonomian nasional sehingga kegiatan pertanian tidak dapat terlepas dari air. Daerah Irigasi Ciujung merupakan daerah irigasi potensial yang dimiliki Provinsi Banten khususnya Kabupaten Serang dengan luas daerah irigasi sebesar 21.454 Ha. Kebutuhan air irigasi sebagai sumber air utama pertanian di Kabupaten Serang semakin berkurang, kendalanya akibat kerusakan jaringan irigasi, penurunan kualitas Daerah Pengaliran Sungai (DPS) dan peningkatan kebutuhan air non irigasi (industri, pemukiman, air baku dan lain-lain). Lahan irigasi terutama di Provinsi Banten dari waktu ke waktu cenderung berkurang akibat pengalihfungsian. Apabila kecenderungan ini tidak segera diambil langkah antisipasi, maka kelangsungan program pembangunan keirigasian dapat terganggu. Laporan ini membahas tentang permasalahan serta upaya intansi terkait untuk menanggulangi permasalahan yang ada dalam melaksanakan rehabilitasi saluran-saluran irigasi yang mengalami penurunan kinerja, mengingat sangat pentingnya irigasi bagi daerah pertanian khususnya daerah irigasi pamarayan timur ini. Untuk melaksanakan rehabilitasi saluran irigasi tersebut, perlunya diadakan survey terlebih dahulu agar pada saat pelaksaan rehabilitasi tepat pada sasaran sehingga manfaat dari pekerjaan ini dapat dirasakan oleh berbagai pihak yang sangat membutuhkan keberadaan irigasi serta merasakan fungsi irigasi tersebut secara optimal. Therefore, irrigation as one component of success supporting agricultural development has a very important role so that it can be said that the strategic role of agriculture in the national economy that agricultural activities can not be separated from the water. Irrigation Area Ciujung a potential irrigation area owned SerangBanten province especially to the area of 21 454 ha irrigated. Irrigation water demand as the main source of agricultural water in Serang wane, obstacles due to tissue damage irrigation, decreased quality of River Drainage Area (DPS) and the increase in non-irrigation water demand (industrial, residential, raw water, etc.). Especially irrigated land in Banten province over time tends to decrease due to pengalihfungsian. If this trend is not immediately taken precaution, the sustainability of irrigation development program may be interrupted. This report discusses the issues related organizations and efforts to overcome the existing problems in the rehabilitation of irrigation channels that decreased performance, given the critical importance of irrigation for farming areas especially the irrigated areas east Pamarayan this. To carry out the rehabilitation of the irrigation system, the need to advance to a survey conducted at the time of implementation of rehabilitation to the point that the benefits of this work can be perceived by the various parties who really need to feel the presence of irrigation and the irrigation function optimally.
