Abstract

ABSTRAK Penelitian ini dilatarbelakangi oleh maraknya tindakan kekerasan yang terjadi pada anak di lingkungan sekolah yang pelakunya bisa siapa saja. Sekolah sebagai sarana sosialisasi sekunder bagi anak, memiliki peran penting dalam pemenuhan hak-hak anak yang bersifat dasar maupun umum. Melalui program Kabupaten/Kota Layak Anak, setiap sekolah memiliki kewenangan penuh untuk menerapkan program Sekolah Ramah Anak. Pemenuhan hak anak di sekolah menjadi acuan utama dari terselenggaranya program di setiap jenjang sekolah yang ada di Indonesia. Tujuan penelitian ini adalah untuk menganalisis peran program Sekolah Ramah Anak dalam mewujudkan pemenuhan hak anak ditinjau dari teori struktural fungsional Talcott Parsons. Penelitian ini menggunakan pendekatan kualitatif dengan metode meta sintesis. Data primer diperoleh dari buku-buku yang membahas teori struktural fungsional Talcott Parsons. Sementara sumber sekunder terdiri dari panduan Sekolah Ramah Anak terbitan Kementerian Pemberdayaan Perempuan dan Perlindungan Anak serta artikel jurnal yang membahas mengenai program Sekolah Ramah Anak. Hasil penelitian ini menunjukkan bahwa: (1) Alasan pemerintah menerapkan kebijakan program Sekolah Ramah Anak karena adanya amanat Undang-Undang Nomor 35 Tahun 2014 tentang pemenuhan hak-hak anak serta tindakan kekerasan yang sering terjadi pada anak di lingkungan sekolah. (2) Pelaksanaan program Sekolah Ramah Anak memiliki perbedaan signifikan di jenjang sekolah dasar dan sekolah menengah pertama. (3) Kendala dan solusi bagi sekolah bersifat internal dan eksternal dari sudut pandang pihak sekolah. Kata Kunci: Pemenuhan Hak Anak, Sekolah Ramah Anak, Struktural Fungsional Talcott Parsons ABSTRACT This research is based on the rise of violent acts that occur to children in school environments that the perpetrators can be anyone. School as a means of secondary socialization for children, has an important role in the fulfillment of basic and public children's rights. Through the Child-Friendly District/City program, each school has the full authority to implement the Child Friendly School program. The fulfillment of children's rights in schools is the main reference of the implementation of programs at every level of the school in Indonesia. The purpose of this research is to analyze the role of the Child Friendly School program in realizing the fulfillment of children's rights reviewed from Talcott Parsons functional structural theory. This study uses a qualitative approach with meta synthesis methods. Primary data is obtained from books discussing Talcott Parsons functional structural theory. Meanwhile, secondary resources consist of child-friendly school guidelines published by the Ministry of Women Empowerment and Child Protection as well as journal articles discussing child-friendly school programs. The results of this study show that: (1) The reason the government implemented the Child Friendly School program policy is due to the mandate of Law No. 35 of 2014 on the fulfillment of children's rights as well as acts of violence that often occur to children in school environments. (2) The implementation of the Child Friendly School program has significant differences at the elementary and junior high schools. (3) The constraints and solutions for the school are internal and external from the point of view of the school.
