Bandung: DPTM FPTK UPI Permasalahan yang diangkat dalam penelitian ini adalah belum dilaksanakan uji Kompetensi pada akhir pembelajaran dalam bentuk tes praktik yang menuntut aspek keterampilan, sesuai dengan Salinan Lampiran Permendikbud Nomor 66 tahun 2013 yang menjelaskan tentang tes praktik. Uji Kompetensi Keahlian merupakan bagian dari intervensi Pemerintah dalam menjamin mutu pendidikan pada satuan pendidikan. Uji kompetensi bertujuan untuk menentukan apakah seseorang kompeten atau belum kompeten pada suatu unit kompetensi atau kualifikasi tertentu. Belum dilaksanakannya uji kompetensi di departemen pendidikan teknik mesin konsentrasi otomotif berdampak terhadap lulusan yang tidak kompeten terhadap unit kompetensi ini. Ketidak sesuaian antara kompetensi yang dicapai disatuan pendidikan dengan yang dibutuhkan di lapangan kerja, kemudian minat dan kebutuhan kompetensi di dunia kerja juga menjadi faktor belum dilaksanakannya uji kompetensi. Pentingnya dilaksanakan uji kompetensi untuk pencapaian mutu pendidikan dengan lulusan yang kompeten terhadap bidang, unit kompetensi atau kualifikasi tertentu sehingga menjamin terhadap lulusan yang kompeten. Hasil penelitian memperlihatkan instrumen uji kompetensi/kinerja terhadap unit motor starter yang telah dilakukan validasi oleh judgment expert, selain memperlihatkan isntrumen uji kompetensi, hasil penelitian juga memperlihatkan langkah pembuatan instrumen uji kompetensi dan validasi terhadap instrumen uji kompetensi, diperlihatkan juga perhitungan uji keterpakaian dari instrumen uji kompetensi terhadap 48 responden yang telah melalui proses pembelajaran mengenai kelistrikan engine otomotif unit kompetensi motor starter planetary. The problem raised in this study is that the Competency Test has not yet been carried out at the end of learning in the form of practical tests that require aspects of skills, following the Attachment Copy of Permendikbud Number 66 of 2013 which explains the practice tests. The Expertise Competency Test is part of the Government's intervention in ensuring the quality of education in the education unit. The competency test aims to determine whether someone is competent or not yet competent in a particular competency or qualification unit. Not yet implemented the competency test in the department of automotive engineering education concentration has an impact on graduates who are not competent with this competency unit. The mismatch between competencies achieved in education and those needed in the workforce, then the interests and needs of competencies in the world of work are also factors that have not yet been implemented in competency tests. The importance of competency testing is carried out to achieve educational quality with graduates who are competent in certain fields, competency units or qualifications to guarantee competent graduates. The results showed the competency test instrument / performance of the starter motor unit that has been validated by the judgment expert, in addition to showing the competency test instrument, the research results also show the steps of making a competency test instrument and validation of the competency test instrument, also shown the usability test calculation of the test instrument competence of 48 respondents who have gone through a learning process about the electrical power of automotive engine units of planetary starter motor competencies.
