Abstract

Realitas kehidupan masyarakat memang memiliki fenomena tersendiri bahkan dapat menimbulkan berbagai masalah sosial. Keberadaan gelandangan dan pengemis ini pun dikatakan sebagai salah satu dari masalah sosial yang ada di masyarakat, oleh karenanya masalah ini memerlukan adanya upaya pemecahan masalah secara terencana dan menyeluruh. Dalam meminimalisir adanya gepeng, sebagai salah satu langkah yang berhasil dicapai oleh Dinas Sosial Kota Bandung yakni dengan membentuk salah satu lembaga yang dapat menangani kasus gelandangan dan pengemis yaitu Panti Rehabilitasi Sosial Bina Karya (PRSBK) yang dapat membina, mengatur dan mengontrol sikap dan memperbaiki sikap mental gelandangan yang berada di panti agar mereka dapat merubah kondisi kehidupannya menjadi lebih baik juga dapat berfungsi sosial secara wajar serta mampu berperan aktif dalam kehidupan. Tujuan dari penulisan ini untuk memberikan gambaran optimalisasi fungsi yang dilakukan PRSBK dalam memberdayakan gepeng sebagai lembaga yang membina warga binaan mengenai program yang diberikan, persepsi warga binaan pada program binaan pelayanan yang diberikan oleh PRSBK dalam proses memberdayakan diri, faktor-faktor penghambat program binaan pelayanan pada warga binaan, dan dampak dari hasil pembinaan yang dilakukan oleh panti tersebut. Penelitian ini menggunakan pendekatan kualitatif dan metode studi kasus. Teknik pengumpulan data yang digunakan peneliti adalah observasi, wawancara, dan analisis dokumen. Hasil penelitian menunjukan bahwa (1) warga binaan di PRSBK diberikan serangkaian proses binaan, proses binaan pelayanan ini berupa penerimaan, pendekatan awal, assessment, bimbingan (sosial, bimbingan mental, dan bimbingan fisik), resosialisasi, penyaluran, bimbingan lanjut, dan terminasi, (2) persepsi warga binaan dilihat dari dua aspek yaitu pandangan warga binaan terhadap program binaan pelayanan dan tujuan warga binaan di PRSBK yaitu program ini sebagai wadah yang dapat memberikan dorongan dan motivasi warga binaan, (3) berbagai faktor penghambat yang terjadi yaitu kendala sosialisasi, kemampuan dan kedisiplinan warga binaan, fasilitas yang tersedia, serta pada saat penyaluran warga binaan , (4) dari seluruh rangkaian program yang diterapkan di Panti Rehabilitasi Sosial Bina Karya (PRSBK), program ini sudah menjalankan peran dan fungsinya secara optimal dalam membina warga binaan untuk memberdayakan diri, hanya saja optimalisasi dalam program belum menyeluruh terutama dalam bimbingan lanjut; The reality of people's lives does have its own phenomenon can even cause various social problems. In minimizing the presence of Gepeng, as one of the steps achieved by the social service of the city of Bandung by forming one of the institutions that can handle the case of bummer and beggars, the Social Rehabilitation Orphanage (PRSBK) Who can build, regulate and control attitudes and improve the mental attitude of homeless who are in the orphanage so they can change the condition of his life to be better also can function socially reasonably and able to play an active role in life . The purpose of this writing to provide an overview of the function that PRSBK does to empower the society as an institution that fosters the target community about the program given, the perception of the target residents in the program Given by PRSBK in the process of empowering themselves, the development factors of the building program to the residents of the building, and the impact of the construction results carried out by the orphanage. The study uses qualitative approaches and case study methods. The data collection techniques that researchers use are observations, interviews, and document analysis. The results showed that (1) the target community in the PRSBK was given a series of building processes, the construction process of this service in the form of acceptance, preliminary approaches, assessment, guidance (social, mental guidance, and physical guidance), Resosialization, Distribution, further guidance, and termination, (2) The perception of the target community is seen from two aspects, which is the view of the target people of the target service program and the purpose of the target people in PRSBK namely this program as a container that can provide encouragement and The motivation of the target residents, (3) Various inhibiting factors that are the problem of socialization, ability and discipline of the target residents, facilities available, and at the time of the distribution of the target citizens, (4) from the entire series of programs applied in Social Rehabilitation Orphanage (PRSBK), this program has been playing its role and function optimally in building the target community to empower themselves, it is only an optimization in the program is not yet thorough, especially in advanced guidance.
