Abstract

Tujuan dari penelitian ini adalah untuk menguji adanya perbedaan pengaruh Dana
Alokasi Umum dan Pendapatan Asli Daerah terhadap Belanja Daerah serta
dampaknya pada Pertumbuhan Ekonomi di seluruh Kabupaten/Kota di Indonesia
antara pemerintah daerah yang terindikasi melakukan flypaper effect dengan
pemerintah yang tidak terindikasi melakukan flypaper effect. Populasi penelitian
ini adalah pemerintah daerah kabupaten dan kota di seluruh Indonesia sebanyak
515 kabupaten/kota, dan yang memenuhi kriteria sebagai sampel adalah 228
kabupaten/kota. Data yang digunakan adalah data realisasi PAD, DAU dan
belanja daerah serta data PDRB atas dasar harga konstan untuk melihat
pertumbuhan ekonomi di seluruh kabupaten/kota di Indonesia dari tahun 2011
sampai dengan tahun 2015. Pengujian hipotesis ini menggunakan analisis jalur
(path analysis) dan uji chow test sebagai teknik analisis data. Hasil penelitian
menunjukkan bahwa (1) pengaruh dana alokasi umum terhadap belanja daerah
pada pemerintah daerah yang terindikasi melakukan flypaper effect terbukti lebih
besar dibandingkan pada pemerintah daerah yang tidak terindikasi melakukan
flypaper effect, (2) pengaruh pendapatan asli daerah terhadap belanja daerah pada
pemerintah daerah yang terindikasi melakukan flypaper effect terbukti lebih kecil
dibandingkan pada pemerintah daerah yang tidak terindikasi melakukan flypaper
effect, (3) pengaruh belanja daerah terhadap pertumbuhan ekonomi pada
pemerintah daerah yang terindikasi melakukan flypaper effect terbukti lebih kecil
dibandingkan pada pemerintah daerah yang tidak terindikasi melakukan flypaper
effect, (4) Terbukti dalam model regresinya terdapat perbedaan pengaruh antara
variabel dana alokasi umum, pendapatan asli daerah dan belanja daerah terhadap
pertumbuhan ekonomi antara pemerintah daerah yang terindikasi melakukan
flypaper effect dengan pemerintah daerah yang tidak terindikasi melakukan
flypaper effect.----------The purpose of this research is to test the difference in the influence of General
Allocation Fund and Original Local Government Revenue to Regional
Expenditure and its impact on Economic Growth in all regency / municipality in
Indonesia between local governments who indicated to flypaper effect with
government that is not indicated to flypaper effect. The population of this research
is the local government regency and municipality throughout Indonesia as much
as 515 regency / municipality, and who meet the criteria in the sample is 228
regency / municipality. The data was from data realization of PAD, DAU and
local government expenditure also data GDP at constant prices to see economic
growth in all regency / municipality in Indonesia from 2011 to 2015. To test the
hypothesis was using path analysis and different test (chow test) as a technique of
data analysis. The results of the research show (1) the effect of general allocation
funds on regional expenditure on local governments indicated to flypaper effect
proved bigger than local governments that is not indicated to flypaper effect, (2)
the effect of original local government revenue on regional expenditure on local
governments that indicated to flypaper effect proved to be smaller than in the
local government that is not indicated to flypaper effect, (3) the effect of regional
expenditure on economic growth on local government that indicated to flypaper
effect proved to be smaller than in local government that is not indicated to
flypaper effect, (4) Proven in the regression model there is difference of effect
between variable of general allocation funds, original local government revenue
and regional expenditure to economic growth between local governments who
indicated to flypaper effect with local governments that is not indicated to
flypaper effect.
