Abstract
Penelitian ini dilatarbelakangi dengan hadirnya konsep e-Government yang dilaksanakan oleh Pemerintah Kota Bandung serta perkembangan teknologi informasi dan komunikasi yang berdampak terhadap kebutuhan informasi pada masyarakat menjadi lebih cepat, mudah, dan efisien. Hal ini yang dimanfaatkan oleh Pemerintah Kota Bandung dengan hadirnya situs web Pemerintah Kota Bandung sebagai bentuk dari e-Governmernt, dalam upaya peningkatan partisipasi masyarakat dalam setiap kebijakan mulai dari perencanaan, pelaksanaan, dan evaluasi. Penelitian ini bertujuan untuk mengetahui sejauh mana peningkatan civic participation melalui pemanfaatan situs web (e-Government). Dalam penelitian ini terdapat empat rumusan masalah, yaitu (1) Jenis data dan informasi apa saja yang di publish dalam situs web?; (2) Bagaimana pemanfaatan situs web (e-Government) Pemerintah Kota Bandung dalam peningkatan civic participation?; (3) Apa faktor-faktor yang menghambat peningkatan civic participation melalui pemanfaatan situs web Pemerintah Kota Bandung (e-Government)?; (4) Bagaimana upaya yang dilakukan Diskominfo Kota Bandung untuk peningkatan civic participation melalui pemanfaatan situs web Pemerintah Kota Bandung (e-Government)?. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi deskriptif terhadap beberapa subjek penelitian diantaranya masyarakat pengguna web, tenaga ahli situs web, Kepala Seksi Pengelolaan Aplikasi dan Kepala Diskominfo Kota Bandung. Pengumpulan data dilakukan dengan cara observasi, studi dokumentasi, wawancara, studi literasi dan catatan lapangan selanjutnya dilakukan analisis data dengan menggunakan reduksi data, penyajian data, triangulasi dan penarikan kesimpulan. Hasil dari penelitian ini menunjukan bahwa: (1) Jenis data dan informasi yang di publish menyangkut seluruh kebijakan maupun program kebijakan dari badan publik mulai dari perencanaan, pelaksanaan, dan evaluasi kebijakan; (2) Pemanfaatan situs web (e-Government) Pemerintah Kota Bandung dalam peningkatan civic participation dengan mengakses berbagai aplikasi pelayanan publik bidang pendidikan, kesehatan, dan utilitas umum. Bagi pemerintah hadirnya partisipasi masyarakat berupa respon merupakan manfaat dari situs web, selain itu terjadi peningkatan partisipasi masyarakat melalui pemanfaatan situs web; (3) Faktor-faktor yang menghambat peningkatan civic participation melalui pemanfaatan situs web Pemerintah Kota Bandung (e-Government) terdiri dari faktor internal dan faktor eksternal; (4) Upaya yang dilakukan Diskominfo Kota Bandung untuk peningkatan civic participation melalui pemanfaatan situs web Pemerintah Kota Bandung (e-Government) terdiri dari upaya secara umum dan secara khusus.,---This research is distributed with the presence of the e-Government concept was implemented by the Government of the city of Bandung, as well as the development of information and communication technologies that impact to the needs of the information society becomes more fast, easy, and efficient. It is utilized by the Government of the city of Bandung by presence of Bandung City Government website as a form of e-Governmernt, in an attempt to increase public participation in any policies ranging from planning, implementation, and evaluation. This research aims to know the extent to which increased civic participation through the utilization of the web site (e-Government). In this study there are four problem formulation, namely (1) the type of data and what information on publish in the web site?; (2) How the utilization of the web site (e-Government) the Government of the city of Bandung in increasing civic participation?; (3) what are the factors that inhibit the increased civic participation through the utilization of Bandung City Government website (e-Government)?; (4) How the efforts made Diskominfo Bandung city to increase civic participation through the utilization of Bandung City Government website (e-Government)?. This research uses qualitative approach method with descriptive studies of some of the subject whom the community web users, web site builders, Application Management Section Chief and head of the Diskominfo city of Bandung. Data collection is carried out by means of observation, study documentation, interviews, field notes and literacy studies subsequently conducted data analysis using data reduction, the presentation of data, triangulation and the withdrawal of the conclusion. The results of this research indicate that: (1) the type of data and information on the publish concerning the entire policy or program policy of the public body starting from the planning, implementation, and evaluation of policies; (2) the utilization of the web site (e-Government) the Government of the city of Bandung in increasing civic participation by accessing various applications of public service areas of education, health, and public utilities. For the Government the presence of community participation in the form of response is to benefit from a web site, besides an increase in community participation through the utilization of the web site; (3) the factors that inhibit the increased civic participation through the utilization of Bandung City Government website (e-Government) consists of internal factors and external factors; (4) the efforts made Diskominfo Bandung city to increase civic participation through the utilization of Bandung City Government website (e-Government) made up of efforts in General and specifically.
