Abstract
Pengelolaan penelitian di Politeknik sebagai perguruan tinggi vokasional sangat strategis untuk mencapai hasil penelitian yang berkualitas dan dapat dimanfaatkan dalam pemecahan masalah yang terjadi di Politeknik dan industri. Penelitian yang dilaksanakan oleh dosen Politeknik sangat penting untuk meningkatkan pengetahuan dan keterampilan dibidang pendidikan serta menyediakan solusi terhadap permasalahan yang dihadapi oleh industri, sehingga perlu dikelola dengan optimal oleh institusi. Penelitian ini difokuskan kepada pengelolaan penelitian di Politeknik. Rumusan permasalahan penelitian adalah “bagaimana Politeknik mengelola penelitiannya untuk mendukung penyelenggaraan pendidikan yang sesuai dengan kebutuhan dari disiplin ilmu yang ada di institusinya agar supaya mutu dan hasil kinerja penelitian yang dicapainya semakin berkembang, sehingga hasil-hasil penelitiannya dapat di share antar dosen, mahasiswa serta dimanfaatkan untuk pengembangan keilmuan pada berbagai bidang studi termasuk aspek vokasionalnya”. Pertanyaan penelitian ini adalah: 1) Bagaimana penelitian dilaksanakan di Politeknik?; 2) Bagaimana Politeknik mengelola elemen-elemen pendukung pelaksanaan penelitian?; 3) Bagaimana Politeknik memanfaatkan hasil-hasil penelitiannya untuk pengembangan ilmu sesuai disiplin ilmu yang ada di Politeknik serta untuk mendukung kebutuhan industri. Penelitian ini bertujuan untuk mengkaji secara mendalam fenomena empirik pengelolaan penelitian di Politeknik dan menganalisa kebijakan penelitian, proses penelitian dan pemanfaatan hasil-hasil penelitian untuk mendukung penyelenggaraan pendidikan yang sesuai dengan kebutuhan dari disiplin ilmu yang ada di Politeknik. Penelitian ini merupakan penelitian kualitatif yang menggunakan metode studi kasus untuk mengungkapkan situasi pengelolaan penelitian di Politeknik Manufaktur Negeri Bandung, Politeknik Negeri Bandung dan Politeknik Negeri Jakarta yang menjadi objek penelitian. Pengumpulan data penelitian dilakukan melalui studi dokumen, wawancara, dan observasi. Hasil penelitian menunjukkan bahwa: 1) Pengelolaan penelitian yang dilaksanakan di Politeknik cenderung sentralistik di UPPM/LPPM dan kurang melibatkan pimpinan jurusan sebagai tim pengelola penelitian. 2) Terdapat sepuluh komponen utama dalam pengelolaan penelitian di Politeknik, namun belum terintegrasi dengan baik; 3) Secara normatif penyelenggaraan penelitian mengacu kepada Panduan Penelitian dari Dikti, tetapi pelaksanaan ditingkat operasional sangat beragam; dan 4) Hasil-hasil penelitian belum dimanfaatkan secara optimal untuk pengembangan ilmu pada disiplin ilmu yang ada di Politeknik dan untuk memenuhi kebutuhan industri. Sebagai alternatif solusi terhadap permasalahan yang dihadapi, peneliti merekomendasikan suatu kerangka konseptual strategi dasar pengelolaan penelitian di Politeknik beserta tujuh strategi operasional untuk mendukung implementasi strategi dasar pengelolaan penelitian yang diusulkan. Kata Kunci: Pengelolaan Penelitian, Politeknik. Research in the Polytechnic as higher education institutions, which are vocational in nature, is very strategic to obtain high-quality findings which could contribute to solve academic problems occured in the Polytechnic institutions and also industries. Research conducted by faculty members of Polytechnic in Indonesia needs to be managed professionally such as to strengthen the development of knowledge and skills as well as to provide possible solution to problems faced by industries. The management of research in Polytechnic is therefore require professionalism in both process and products. The study is specifically focused on research management conducted by three Polytechnic institutions, they are Politeknik Manufaktur Negeri Bandung, Politeknik Negeri Bandung and Politeknik Negeri Jakarta. The formulation of research problems is "how the Polytechnic institutions manage the research programs to support the academic development in line with the needs of various academic disciplines of the Polytechnic to support the achievement of quality research and strengthen research performance, to provide opportunities to all faculty members to share the research findings to improve the quality teaching and quality learning process; to provide opportunities for industries to use the research findings to meet their needs. The problem could also be formulated in the following research questions: 1) How Polytechnic conducting their research?; 2) How Polytechnic manage the elements that support the implementation of research programs?; 3) How Polytechnic utilize research findings for the development of appropriate science disciplines at the Polytechnic as well as to support the needs of industries. The goals of the study is to assess the empirical phenomena of research management through the three Polytechnic institutions and analize the research policy, research processes and the utilization of research findings in Polytechnic. The study applied qualitative method in carrying out indepth studies on research management in three Polytechnics, they are Politeknik Manufaktur Negeri Bandung, Politeknik Negeri Bandung and Politeknik Negeri Jakarta. Three instruments, study of documents, interviews, and observations are used in collecting data needed to provide adequate answer to each of the formulated research problems. The findings of the study are: 1) Research management conducted at the three Polytechnics tend to be centralized in Research’s Unit/Division and less involving the leadership of the department as research management team. 2) There are ten major components of research management conducted in each of the Polytechnic including research policy, research programs, research funding, researcher’s competencies, publication, which are not well integrated; 3) The research programs are manage according to rules and regulations mentioned in the guidelines of research from Directorate General of Higher Education. However in practice the implementation of the research is very diverse; and 4) The research findings are not effectively utilized to support the academic development of various scienctific disciplines of each of the Polytechnic institution and also not utilized to support the needs of industries. On the basis of the research findings, the researcher has develop a conceptual integrated model in managing research in Polytechnic. In the model there are strategies offered to additionaly and effectively manage future research in Polytechnic institutions in Indonesia. Keywords: Research Management, Polytechnic.
