Abstract

Perubahan tata guna lahan di daerah aliran sungai adalah salah satu penyebab terjadinya banjir hilir sungai. Sub DAS Cikapundung memiliki lahan konservasi sumber daya air sebesar 4671.54 ha. Dalam kurun waktu 20 tahun lahan konservasi sumber daya air berkurang menjadi 2724.11 ha. Hal ini dikarenakan terjadinya alih fungsi lahan sebesar 1947.05 ha dari lahan konservasi menjadi lahan pendayagunaan sumber daya air. Berkurangnya lahan konservasi ini berdampak kepada debit aliran yang ada di Sungai Cikapundung. Terjadi fluktuasi debit yang cukup tinggi di Sungai Cikapundung akibatnya debit air akan sangat kecil pada musim kemarau dan debit akan tinggi ketika musim penghujan. Dampak dari perubahan tata guna lahan di Sub DAS Cikapundung adalah banjir di hilir sungai Cikapundung, yaitu Kec. Dayeuhkolot Kab.Bandung. Analisis perubahan tata guna lahan ini dikaitkan dengan banjir yang terjadi di hilir Sungai Cikapundung. Karakteristik daerah penelitian diantaranya morfologi sungai yang berkelok, terdapat sedimentasi di dasar sungai, terdapat titik pertemuan antara Sungai Cikapundung dan Sungai Cikapundung Kolot, terdapat beberapa pertemuan antara Sungai Cikapundung dan saluran drainase, dan pertemuan antara Sungai Cikapundung dengan Sungai Citarum. Dilakukan kalibrasi data antara data AWLR Sungai Cikapundung-Gandok dengan analisis hidrologi menggunakan data curah hujan dan pendekatan debit andalan menggunakan metode F.J Mock. Kemudian dilakukan perhitungan debit rencana menggunakan HSS Snyder’s, HSS Nakayasu, HSS Gama. Dari hasil perhitungan, debit banjir rencana tidak dapat di tampung dan dialirkan secara sempurna hingga ke sungai Citarum sehingga terjadi luapan di daerah penelitian. Luapan tersebut akan menggenang, meluas dan tinggi apabila muka air di sungai Citarum sedang tinggi. Sehingga dilakukan analisis perhitungan profil muka air dengan metode standard step. Dapat disimpulkan bahwa perubahan tata guna lahan berdampak kepada ketidak seimbangan sumber daya air di Sub DAS Cikapundung diantaranya adalah fluktuasi debit sungai yang tinggi, memperbesar debit banjir dan terjadi banjir di hilir Sungai Cikapundung. Kata kunci: Tata Guna Lahan, Fluktuasi Debit, Banjir. Changes in land use in the watershed is one of the reasons of flooding at downstream. Cikapundung watershed subzone has 4671.54 ha conservation area of water resources. In a period of 20 years the conservation area of water resources is reduced to 2742.11 ha. This is because 1947.05 ha of conservation area are changed to non consevtion area. The reducing of the area impacts the water flow in the Cikapundung river. The discharge fluctuations are quite high in consequence as Cikapundung River water flow will be very small in the dry season and the discharge will be high when the rainy season. The impact of land use changes in Cikapundung watershed is flooding at the downstream, for the example Kec. Dayeuhkolot Kab.Bandung. The analysis of the changes is associated with a flood in the river downstream Cikapundung. Morphological characteristics of the study area including winding river, there is sedimentation in the bottom of the river, there is a meeting point between the Cikapundung river and the Cikapundung kolot river, there were several meetings between Cikapundung river and drainage channels, and a meeting between the Cikapundung River with the Citarum river. Calibration data between the data AWLR Cikapundung River-Gandok with hydrological analysis using rainfall data and debit mainstay approach FJ Mock method. Then calculate the discharge planed using Snyder's HSS, HSS Nakayasu, HSS Gama. From the calculation, the flood discharge planed can not be at capacity and flowed unperfectly up to the Citarum river, causing a overflow in the study area. This overflow will be puddle, expanded, and higher when the water level in the river is high Citarum. So that analysis with the calculation of water surface profile by standard step method. It can be concluded that changes in land use affect the imbalance of water resources in the Cikapundung watershed subzone include high river discharge fluctuations, increase flooding and flood discharge in river downstream Cikapundung.
