    Abstract

    aparatur Desa Durajaya Kecamatan Greged Kabupaten Cirebon dalam pelayanan penyaluran Bantuan Langsung Tunai Dana Desa (BLT-DD). Latar belakang penelitian ini didasari oleh masih ditemukannya masalah dalam penyaluran BLT-DD, seperti ketidaktepatan sasaran, kurangnya keterbukaan informasi, dan minimnya partisipasi masyarakat dalam proses pendataan. Pendekatan penelitian yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, yang kemudian dianalisis menggunakan bantuan software Nvivo15. Hasil penelitian menunjukkan bahwa penerapan empat prinsip good governance yaitu partisipasi, transparansi, responsivitas, dan akuntabilitas sudah berjalan dengan cukup baik, namun belum sepenuhnya optimal. Adanya keterlibatan warga dalam pendataan, Transparansi informasi penyaluran belum merata karena minimnya sosialisasi, sedangkan responsivitas aparatur desa dinilai cukup baik melalui kebijakan jemput bola untuk lansia dan penyandang disabilitas. Akuntabilitas telah diterapkan melalui pembuatan laporan pertanggungjawaban dan publikasi realisasi APBDes, meskipun akses masyarakat terhadap informasi masih perlu ditingkatkan. Penelitian ini diharapkan dapat menjadi bahan evaluasi bagi pemerintah desa dalam memperbaiki kualitas pelayanan khususnya pelayanan penyaluran BLT-DD, serta menjadi referensi untuk penelitian selanjutnya dalam mengembangkan metode evaluasi penerapan Good Governance dengan pendekatan kuantitatif dan kualitatif yang lebih komprehensif di berbagai wilayah dengan karakteristik berbeda. ---This study aims to analyze the implementation of the principles of good governance by the apparatus of Durajaya Village, Greged District, Cirebon Regency in the distribution of Village Fund Direct Cash Assistance (BLT-DD). The background of this study is based on the continued discovery of problems in the distribution of BLT-DD, such as inaccurate targeting, lack of information transparency, and minimal community participation in the data collection process. The research approach used is descriptive qualitative with data collection techniques through in-depth interviews, which are then analyzed using the help of Nvivo15 software. The results of the study indicate that the implementation of the four principles of good governance, namely participation, transparency, responsiveness, and accountability, has been running quite well, but not yet fully optimal. There is community involvement in data collection, transparency of distribution information is not evenly distributed due to minimal socialization, while the responsiveness of the village apparatus is considered quite good through the policy of jemput bola for the elderly and people with disabilities. Accountability has been implemented through the creation of accountability reports and publication of the realization of APBDes, although public access to information still needs to be improved. This research is expected to be an evaluation material for village governments in improving the quality of services, especially BLT-DD distribution services, as well as being a reference for further research in developing evaluation methods for the implementation of Good Governance with a more comprehensive quantitative and qualitative approach in various regions with different characteristics.
