Abstract
Penelitian ini berjudul “Impelementasi Model Evaluasi CIPP Dalam Pelaksanaan Program Pelatihan Vokasi Bagi Masyarakat Tahun 2023 di PPSDM KEBTKE”. Penelitian ini bertujuan untuk mendeskripsikan penggunaan model evaluasi CIPP (context, input, process, product) yang dikembangkan oleh Stufflebaem pada pelaksanaan program pelatihan vokasi bagi masyarakat yang diselenggarakan oleh PPSDM KEBTKE pada tahun 2023. Metode yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Objek dalam penelitian ini adalah kelompok kerja program, penyelenggara, dan evaluasi. Teknik pengumpulan data dilakukan melalui wawancara dan studi dokumentasi. Teknik analisis data yang digunakan dalam penelitian ini yaitu dengan mereduksi data, penyajian data, dan penarikan kesimpulan dengan bantuan perangkat lunak NVivo. Hasil penelitian menunjukan bahwa PPSDM KEBTKE telah melaksanakan kegiatan evaluasi pada setiap dimensi evaluasi menurut Model Evaluasi CIPP yaitu evaluasi context, evaluasi input, evaluasi process, dan evaluasi product serta hasil evaluasi program pelatihan vokasi bagi masyarakat tahun 2023 di PPSDM KEBTKE secara keseluruhan sudah terlaksana dengan baik meskipun masih ada beberapa hal yang perlu diperbaiki dan dapat lebih ditingkatkan. 1) Evaluasi context menunjukkan bahwa program didasari hukum yang jelas dan pelaksanaan program sesuai dengan dasar hukum, serta memenuhi latar belakang dan tujuan. 2) Evaluasi input menunjukkan bahwa komponan-komponen pada program sudah sesuai 3) Evaluasi process menunjukkan bahwa pelaksanaan program berjalan sesuai rencana, kinerja penyelenggara dan tenaga pengajar serta aktivitas peserta sudah baik dan evaluasi yang dilakukan sudah menyeluruh. 4) Evaluasi product menunjukkan bahwa tujuan program telah tercapai dengan baik yang meliputi peningkatan kompetensi, pemenuhan target lulusan, dan memberikan dampak yang positif bagi individu maupun organisasi. This study is entitled "Implementation of the CIPP Evaluation Model in the Implementation of the 2023 Community Vocational Training Program at PPSDM KEBTKE". This study aims to describe the use of the CIPP evaluation model (context, input, process, product) developed by Stufflebaem in the implementation of the vocational training program for the community organized by PPSDM KEBTKE in 2023. The method used is a descriptive method with a qualitative approach. The objects in this study are program work groups, organizers, and evaluations. Data collection techniques were carried out through interviews and documentation studies. The data analysis techniques used in this study were data reduction, data presentation, and drawing conclusions with the help of NVivo software. The results of the study showed that PPSDM KEBTKE had carried out evaluation activities in each evaluation dimension according to the CIPP Evaluation Model, namely context evaluation, input evaluation, process evaluation, and product evaluation, and the results of the evaluation of the 2023 community vocational training program at PPSDM KEBTKE as a whole had been carried out well, although there were still some things that needed to be improved and could be further improved. 1) Context evaluation shows that the program is based on clear laws and the implementation of the program is in accordance with the legal basis, and meets the background and objectives. 2) Input evaluation shows that the components of the program are in accordance. 3) Process evaluation shows that the implementation of the program is running according to plan, the performance of the organizers and teaching staff and the activities of the participants are good and the evaluations carried out are comprehensive. 4) Product evaluation shows that the objectives of the program have been achieved well, including increasing competence, meeting graduate targets, and providing a positive impact on individuals and organizations.
